【摘要】：冷战结束后 ,西方文化的影响日益扩大 ,成为西方国家在当代国际关系中的一种重要资源。西方的外交决策者将西方文化中的基本价值观念简化成为一套意识形态教条 ,主要包括政治民主化、人权保障、市场经济制度等内容 ,强调这些观念的普适性 ,并以此为理由对违背相应准则的非西方国家施加压力乃至实施制裁 ,从而赋予了自己在意识形态上的霸权地位。实际上 ,在冷战后的国际关系中 ,维护文化霸权是西方国家实现其根本利益的一种重要手段 ,正因如此 ,为了得到实际的战略利益 ,西方国家又可以暂时“忽略”自己的某些意识形态教条。本文认为 ,在全球化的现实下 ,非西方国家的发展道路势必会受到西方文化的影响 ,而且在特定情况下 ,对某些国家进行国际人道主义干预也是非常必要的。但是 ,西方集团将自己的意识形态教条强加于人的做法却只会影响到别国的发展。西方国家使用意识形态理由对别国内政进行干预与其文化优越感和经济政治主导地位直接有关。在构筑面向 2 1世纪的国际关系的过程中 ,从对于发展中国家的实际作用上看 ,这种做法是非常有害的。
[Abstract]:After the end of the Cold War, the influence of Western culture has been expanding day by day. It has become an important resource of western countries in contemporary international relations.
