华池县农村空巢老人养老服务调研报告

【摘要】：在快速工业化、城镇化带动的经济转型和社会转轨的社会背景下,我国人口的老龄化与家庭小型化和空巢化相重叠,导致社会养老需求激增与养老服务事业滞后的矛盾日益突出。积极应对人口社会结构快速老龄化的工作日益紧迫。人口老龄化问题能否得到有效解决关系着社会的长期稳定发展,如何有效的解决好农村养老将是我国养老工作的重点方向。本文选取华池县作为调研地点,通过走访调研华池县6个村民小组,252户家庭(其中空巢家庭89户),空巢老人159人,应用定量和定性的研究方法对调查问卷获取的主要内容进行整理分析,结合当地县老龄办提供的有关农村空巢老人生活状况和养老服务现状的数据、资料,通过比较研究法对自养、家庭、社区、政府四大养老主体进行全面的解读,找到当地农村空巢老人在养老方面存在的问题,进一步剖析本地农村空巢老人养老服务问题产生的深层次原因。最后,运用马斯洛层次需求理论、新公共服务理论和善治理论作为理论指导,同时借鉴日本、新加坡和瑞典养老服务的成熟经验和学习国内部分地区养老服务的先进做法,结合华池县本地养老服务的工作实际情况,提出针对华池县农村空巢老人养老服务问题的解决办法。通过相关文献的学习研究,希望能够找到适合我国在农村空巢老人养老的新对策、新途径,促进华池县乃至更多地区的农村空巢老人养老服务取得更好、更快、更优的发展。
[Abstract]:Under the social background of rapid industrialization, urbanization driven economic transformation and social transition, the aging population of our country overlaps with family miniaturization and empty nesting. It is increasingly urgent to actively deal with the rapid aging of the social structure of the population. Whether the aging of the population can be effectively solved or not is related to the society. The long-term and stable development, How to effectively solve the rural old-age care work will be the key direction of our country's old-age care work. This paper selected Huachi County as the research site, through the survey of 6 villagers in Huachi County, 252 families (89 empty nest families, 159 empty nest elderly people), By using quantitative and qualitative research methods, the main contents of the questionnaire are analyzed, and the data provided by the local county aging office on the living conditions of the rural empty-nest elderly and the current situation of the old-age service are analyzed. Through a comprehensive interpretation of the four major pension subjects, the self-care, the family, the community and the government, through the comparative research method, we can find out the problems existing in the old-age care of the local rural empty-nest elderly. Finally, using Maslow hierarchy demand theory, new public service theory and good governance theory as the theoretical guidance, at the same time learning from Japan. The mature experience of pension services in Singapore and Sweden and the advanced practices of pension services in some parts of the country, combined with the actual working conditions of local pension services in Huachi County, This paper puts forward the solution to the problem of rural empty-nest elderly pension service in Huachi County. Through the study of relevant literature, the author hopes to find new countermeasures and approaches suitable for the rural empty-nest elderly in our country. To promote the rural empty nest pension services in Huachi County and more areas to achieve better, faster and better development.
