人民政协中的协商民主研究

【摘要】：党的十八大报告提出,要健全社会主义协商民主制度,自此协商民主的制度化建设提上日程。党的十八届三中全会进一步指出,要有序组织专题协商、对口协商、界别协商和提案办理协商,协商民主的形式逐渐多样化。党的十八届四中全会明确指出,社会主义协商民主建设的目标是构建程序合理、环节完整的协商民主体系。协商民主在中国的发展越来越趋于制度化、程序化。人民政协是中国制度化、程序化的政治协商方式,也是中国特有的政治协商方式。人民政协中的协商民主对中国民主政治的发展具有重大意义。在中国,人民政协和协商民主是互相依存、高度契合的。协商民主是对价值层面的追求,期望达到的理想结果是相关政治参与的主体能够有效沟通和协商。人民政协是协商民主的重要载体,为协商民主的发展提供了广阔的平台,体现了协商民主的实践方式和成果。研究人民政协协商民主具有典型意义。本文对人民政协中协商民主的研究,是从一个纵向的角度,梳理了人民政协协商民主在中国各个时期的发展脉络,分阶段总结出人民政协的制度建设和当时人民政协协商民主的探索实践,并对现阶段人民政协协商民主的内容、形式、功能进行了归纳,最后总结出最大程度发挥人民政协协商民主功能的有效路径。
[Abstract]:The report of the 18 National Congress of the Party proposed that the socialist consultative democracy system should be perfected, and the institutionalization of consultative democracy has since been put on the agenda. The third Plenary session of the 18 CPC Central Committee further pointed out that it is necessary to organize special consultations and corresponding consultations in an orderly manner. Sector consultations and proposals for consultation, the forms of deliberative democracy gradually diversified. The fourth Plenary session of the 18 CPC Central Committee clearly pointed out that the goal of building socialist consultative democracy is to build a reasonable procedure. A democratic system of consultation with complete links. The development of consultative democracy in China is becoming more and more institutionalized and programmed. The CPPCC is China's institutionalized and procedural way of political consultation. The consultative democracy in the CPPCC is of great significance to the development of democratic politics in China. In China, the CPPCC and the deliberative democracy are interdependent. Negotiating democracy is the pursuit of value level, and the desired result is that the relevant political participants can communicate and negotiate effectively. The CPPCC is an important carrier of deliberative democracy. It provides a broad platform for the development of consultative democracy, and embodies the practical ways and achievements of consultative democracy. It is of typical significance to study the consultative democracy of the CPPCC. Combing the development of CPPCC consultative democracy in various periods in China, summing up in stages the institutional construction of the CPPCC and the exploration and practice of the CPPCC consultative democracy at that time, and discussing the contents and forms of the CPPCC consultative democracy at the present stage. Finally, the effective way to maximize the function of CPPCC consultation democracy is summed up.
