【摘要】：2016年6月,普京在圣彼得堡国际经济论坛上提出了建立大欧亚伙伴关系的倡议。用层次分析法、对比分析法和文献法对大欧亚伙伴关系提出的原因进行探讨,可以认为俄罗斯和欧亚经济联盟面临的内外经济困境是直接原因,而背后的深层原因,一方面在于欧洲衰落,亚洲崛起,"一带一路"倡议稳步推进,欧亚大陆的经济格局和经济态势发生变革;另一方面在于世界力量对比发生变化,欧亚大陆不稳定因素增加,俄罗斯国际地位提高,俄塑造国际秩序的愿望更加强烈。而欧亚经济联盟的建立和发展、俄"东转"政策取得一定成果、中俄关系的提质、"一带一盟"的成功对接和上海合作组织发展的新突破,为建设大欧亚伙伴关系提供了条件和基础。大欧亚伙伴关系是俄罗斯和欧亚经济联盟的发展战略,是俄打造欧亚大陆一体化的整体方案,是俄塑造欧亚大陆经济秩序的重要框架,也是俄谋求"大西洋—太平洋大国"地位的重要抓手,中国应予以重视。
[Abstract]:In June 2016, Putin put forward an initiative to establish the Great Eurasian Partnership at the St. Petersburg International Economic Forum. The reasons for the establishment of the Great Eurasian Partnership were discussed by the Analytic hierarchy process, the comparative analysis method and the literature method. It can be considered that the internal and external economic difficulties facing Russia and the Eurasian Economic Union are the direct causes, while the underlying causes lie on the one hand in the decline of Europe and the rise of Asia, and the "Belt and Road" initiative is steadily advancing. The economic pattern and economic situation of the Eurasian continent have changed; on the other hand, the balance of world power has changed, the unstable factors in the Eurasian continent have increased, and Russia's international status has increased. Russia's desire to shape the international order is even stronger. With the establishment and development of the Eurasian Economic Union, Russia's policy of "turning east" has achieved certain results, the quality of Sino-Russian relations, the successful docking of the "Belt and one Union" and the new breakthrough in the development of the Shanghai Cooperation Organization. It provides the conditions and foundation for the establishment of the Great Eurasian Partnership, which is the development strategy of Russia and the Eurasian Economic Union, as well as Russia's overall plan for building the integration of the Eurasian continent, It is an important framework for Russia to shape the Eurasian economic order, and also an important grasp for Russia to seek the status of "Atlantic-Pacific power". China should attach importance to it.
