成都市朗力养老服务中心社区居家特色养老模式案例研究

【摘要】：经过长期的养老制度改革,我国目前已经建立了比较齐全的养老保险制度。但现阶段国内的养老服务还不健全,老龄化带来的养老问题却越来越突出,这就需要进一步调整和完善我国的养老保险制度和养老服务市场。由于生育观念的转变和家庭结构的变迁,我国传统的家庭养老模式已名存实亡,社区居家养老作为一种新的家庭养老辅助方式兼顾了亲情和老人的养老服务需求,逐渐得到了社会大众的认可,在我国部分城市已开始实行。但目前社区养老服务的发展还不完善,仍存在着诸如传统观念束缚,民众接受率低、政府支持不足,保障资金不足、理论研究滞后,缺乏分层设计、医疗保健网络不健全、人才队伍匮乏,缺乏标准机制等问题。针对这些问题,应通过加大对社区养老服务事业的投资力度,积极发展社区家政服务业和构建社区医疗保健体系等措施以促进社区养老服务事业的发展。然而,我国现阶段的养老保险制度并不完善,养老保险水平也还处于中低水平,根据目前我国的国情,仅仅依靠养老保险制度是解决不了人口老龄化问题的。这就需要养老服务市场的健全,养老保险制度和养老服务是一个完整的系统,它们的最终目的都是保障公民在老年时的生活水平和质量,二者缺一不可。为了探究成都市居家养老服务模式的发展,基于对社区居家养老服务的理论和实践方面的认识,本论文选取成都市朗力养老服务中心为例,对社区居家特色养老模式进行研究,并对研究结果提出相应的完善和如何提高居家养老服务水平的对策与建议。论文的主要内容有分为:第一部分:主要讲述研究背景、目的、意义、国内外研究现状和研究理论依据。第二部分:主要介绍目前我国现行的社区养老模式和我国城市社区养老模式面临的问题以及成都市朗力养老服务中心社区居家养老模式所具有的典型性。第三部分:着重对成都市朗力养老服务中心社区特色社区居家养老模式的案例进行描述,介绍了它的建立背景、运营管理模式、成效等多方面的内容。第四部分:对成都市朗力养老服务中心社区居家养老模式动因、成效进行详细分析,并就成都市朗力养老服务中心社区居家养老模式的成果得到启示。
[Abstract]:After long-term pension system reform, China has established a relatively complete system of endowment insurance. But the domestic pension services at this stage is still not perfect, the aging pension problem has become increasingly prominent, which requires further adjusting and perfecting the system of pension insurance and pension services market. Due to the changes of family the concept and structure of the family, our traditional family pension model already exists in name only, community home care as a new way of supplementary old-age home care service needs both family and old people, gradually gained public recognition, on the part of the city has started in our country. But at present the development of community services is not perfect, there still exist such as the shackles of traditional concepts, public acceptance rate is low, lack of government support, lack of security funds, theoretical research lags behind, the lack of hierarchical design, health care The network is not perfect, lack of personnel, lack of standard mechanism. To solve these problems, we should strengthen the cause of community service pension investment, actively develop community home service industry and the construction of community health care system and other measures to promote the development of community service industry. However, at the present stage of China's endowment insurance system is not perfect, the level of old-age insurance is still in a low level, according to the current situation of our country, only rely on the endowment insurance system is not to solve the problem of population aging. This requires the health care service market, pension insurance and pension service system is a complete system, the ultimate goal of them is life and to ensure the quality of citizens in old age, the two indispensable. In order to explore the development of Chengdu City, home-based care services model, home-based care services to the community and based on the theory of The practice of understanding, this paper selects Chengdu City Lang force pension service center as an example, to study the characteristics of community home endowment mode, and puts forward the corresponding countermeasures and suggestions on how to increase and improve the level of home-based care services on the results of the study. The main contents of this thesis are divided into: the first part is mainly about the research background, purpose, significance, research status and research theoretical basis. The second part: mainly introduces the typical current community endowment pattern and our country city community endowment problems and Chengdu long force pension service center of community home endowment pattern has. The third part focuses on the Chengdu Lang Li endowment the service center of the community characteristics of community home endowment pattern case described, introduces the background of its establishment, operation and management mode, effectiveness and other aspects of the content. The fourth part: The motivation and effectiveness of community based home care mode in Langli pension service center of Chengdu are analyzed in detail, and the results of community based home care mode in Chengdu Langli pension service center are enlightened.
