基于社会治理创新的城市养老模式初探

【摘要】：“养儿防老”是典型的中国式养老思维,是我国目前大多数家庭采用的养老方式。近年来,我国的经济呈飞速发展趋势,社会、政治、文化环境也发生了巨大变化。生活水平的提高使得人口平均寿命快速提升,人口、家庭结构也随之发生较大变化,老年人口数量剧增。我国已经正式步入“银发社会”,传统的家庭养老方式面临困境,日趋凸显的老龄化问题亟待解决。我国的公共行政模式正处于转型阶段,正经历由单项管理模式向参与治理模式的创新转变。各级政府都在积极探索,试图建立一个由多元主体参与,各部门、各组织高效整合,共同协作的社会治理模式,并以全社会共同的价值理念推动改革。养老作为公共政策的重要组成部分,在此历史条件下,也应探索养老主体由政府向市场、非营利机构多方协作的转变；养老手段由单一模式向多种方式结合的转变；养老工具由传统方式向信息化、网络化的转变。本文在查阅大量文献、分析比较、归纳总结的基础上,通过理论阐述与实证案例相结合的方式,从养老现状出发,探讨了现有的养老方式的优劣,借鉴国际上成功的养老模式,针对我国具体国情,设计了一个以社区居家养老为中心,多个主体共同参与的中国特色养老模式框架。为增强新型养老模式的可操作性,文章以无锡新区江溪街道作为实例,提出了切实的改进方案。
[Abstract]:"raising children and preventing old age" is a typical Chinese mode of old-age care, which is used by most families in our country at present. In recent years, the economy of our country shows a rapid development trend, social and political, Great changes have taken place in the cultural environment. With the improvement of living standards, the average life expectancy of the population has increased rapidly, and the population and family structure have also undergone great changes. The number of the elderly population has increased dramatically. China has entered a "silver-haired society", the traditional family pension mode is facing difficulties, and the aging problem needs to be solved day by day. The public administration mode of our country is in the transition stage. Governments at all levels are actively exploring and trying to establish a social governance model in which multiple subjects participate, departments and organizations are highly integrated and cooperate together. The pension is an important part of public policy. Under this historical condition, we should also explore the transformation of the pension subject from the government to the market and non-profit organizations. The transformation of pension means from a single mode to a combination of multiple ways; the transformation of pension tools from the traditional way to information, networking. This article on the basis of consulting a large number of documents, analysis and comparison, summing up the basis, In this paper, the author discusses the advantages and disadvantages of the existing old-age support mode, draws lessons from the successful international pension model, and aims at the specific situation of our country, through the combination of theoretical elaboration and empirical cases, starting from the present situation of the aged. In order to enhance the maneuverability of the new pension model, the article takes Jiangxi street of Wuxi New District as an example. A practical improvement scheme is put forward.
