当前我国网络政治参与的困境和治理策略分析

【摘要】：网络政治参与是以互联网的迅速发展为背景的,网络为公民的政治参与营造了全新的环境,开启了全民参与的新景观,开辟了公民参与政治的新机制,“网络民主”呼声越来越高。与传统政治参与相比,网络政治参与具有高效、便捷等明显优势,成为推动我国民主政治建设和公众政治参与的重要力量。但由于网络信息技术具有“双刃剑”的性质,这一性质不可避免地也会对网络政治参与造成影响。目前,我国的网络政治参与仍处于探索发展时期,存在许多困境需要分析并加以解决,一是,网络环境所具有的虚拟性、开放性等特征造成的网络政治参与的无序和可操纵性等问题突出;二是由于网络政治参与需要一定的经济、物质和技术条件造成参与主体的权利的不平等问题、参与主体参与热情与参与效能感不对称的困境、参与主体参与文化的缺失等问题;三是政府在治理网络政治参与时存在的困境。基于对以上困境的分析,在借鉴国外治理网络政治参与的经验基础上,从法制建设、网络环境安全、政府电子政务、网络公民政治素质和参政能力等方面给予了相应的建议和对策,希望能够完善我国政府在网络政治参与治理中的方式,完善我国网络政治参与机制,促进社会主义民主政治的发展。
[Abstract]:Network political participation is based on the rapid development of the Internet. The network has created a new environment for citizens' political participation and opened up a new landscape of popular participation. It has opened up a new mechanism for citizens to participate in politics, and the voice of "network democracy" is getting louder and higher. Compared with traditional political participation, network political participation has obvious advantages such as high efficiency, convenience, etc. It has become an important force to promote the construction of democratic politics and public political participation in our country. However, because of the "double-edged sword" nature of network information technology, this nature will inevitably also have an impact on network political participation. China's network political participation is still in the period of exploration and development. There are many difficulties to be analyzed and solved. One is the virtual nature of the network environment. The problems such as disorder and maneuverability of network political participation caused by openness and other characteristics are prominent. Second, because network political participation needs certain economic, material and technical conditions, the rights of the participants are not equal. The dilemma of participation enthusiasm and participation efficacy, the absence of participation culture, etc. The third is the dilemma that the government exists in the governance of network political participation, based on the analysis of the above dilemma, On the basis of using the experience of foreign countries for reference, this paper gives some suggestions and countermeasures from the aspects of legal system construction, network environment security, government e-government, network citizen's political quality and political participation ability, etc. It is hoped that our government can perfect the way of government participating in network politics, perfect the mechanism of network political participation, and promote the development of socialist democratic politics.
