河北省养老服务体系研究

【摘要】：老龄化已经是全球都面临的问题,中国同样面临着老龄化的问题。河北省是较早步入老龄化的省份之一,老年人口数量迅速增长,老年人口比例更是不断上升。老龄化的不断加剧,给河北省解决养老问题带来了相当大的挑战。在老龄化不断加深的背景下,要解决好养老问题,河北省需要建立完善的养老服务体系。文章首先阐述了养老服务体系的基本理论,并通过比较法、数据分析和实证分析等,对河北省养老服务体系现状进行分析,以此总结出养老服务体系在发展过程中出现的问题,最后论述完善河北省养老服务体系的建议。为了满足老年人的养老需求,河北省积极推动以居家养老为基础、社区养老为依托、机构养老为支撑,满足老年人多样化、多层次养老服务需求的养老服务体系的建设。河北省的社区养老床位和机构养老床位数量均在全国范围内排在前列,居家养老呼叫服务网络已经覆盖全省所有的172个县(市、区),首创了农村幸福互助院这个新的养老模式,该模式已在全国推广。但是,河北省的养老服务体系同样存在着法规和监督评估体系不完善、城乡居民养老金支出数额相对较少、服务内容单一、服务层次偏低、养老服务人员供给量不足、专业化水平较低等方面的不足。养老服务体系是为老年群体服务的,要从老年群体的需求入手,为他们提供内容丰富、不同层次的服务,让老年群体能够安享晚年。政府应发挥主导作用,制定完善的法规体系、完善养老金制度、提升城乡居民养老金水平、完善监督评估体系,政府是主导而不是单一的主体,服务主体应该朝着多元化的方向发展,发动全社会的力量来应对养老问题。老年人随着年龄的增加,身体状况会逐渐变差,容易生病,因此打造专业化的服务、照护人才队伍是十分重要的事。这些是对河北省养老服务体系完善的几点建议,希望能够对完善养老服务体系起到有益的作用。
[Abstract]:Aging is already a global problem, and China is also facing the problem of aging. Hebei Province is one of the provinces that entered the aging age earlier, and the number of the elderly population is growing rapidly. The proportion of the elderly population is on the rise. The increasing aging of the population has brought a considerable challenge to solving the problem of the aged in Hebei Province. Under the background of the deepening of the aging population, we should solve the problem of providing for the aged well. It is necessary to establish a perfect old-age service system in Hebei Province. Firstly, this paper expounds the basic theory of the old-age service system, and analyzes the present situation of the old-age service system in Hebei Province by means of comparative method, data analysis and empirical analysis. In order to meet the needs of the elderly, Hebei Province actively promotes the provision of the aged at home, and finally discusses the suggestions of perfecting the pension service system in Hebei Province, so as to sum up the problems in the development of the old-age service system, and finally discuss the suggestions to improve the old-age service system in Hebei Province. The construction of an old-age service system based on community old-age support, institutional old-age support, to meet the diverse needs of the elderly and multi-level pension services. The number of community old-age beds and institutional old-age beds in Hebei Province is in the forefront of the whole country. The Home Endowment call Service Network has covered all 172 counties (cities, districts and districts) throughout the province, creating a new pension model of the Rural Happiness Mutual Assistance Institute, which has been popularized throughout the country. The pension service system of Hebei Province also has imperfect laws and regulations and supervision and evaluation system, the amount of pension expenditure of urban and rural residents is relatively small, the service content is single, the service level is low, and the supply of pension service personnel is insufficient. The old-age service system is for the elderly group, we should start with the needs of the elderly group, to provide them with rich content, different levels of service, The government should play a leading role in formulating a sound legal system, perfecting the pension system, improving the pension level of urban and rural residents, and perfecting the supervision and evaluation system. The service body should develop in the direction of diversification and mobilize the strength of the whole society to deal with the problem of the aged. With the increase of age, the health of the elderly will gradually become worse, and they will become ill easily, so they will create specialized services. These are some suggestions for the perfection of the pension service system in Hebei Province and hope to play a beneficial role in perfecting the pension service system.
