文化的国际效用与中国传统文化的世界价值

【摘要】：一、文化概念的界定文化是一个涵义复杂、歧义极大的概念。文化的基本要素是传统，是通过历史衍生和由选择得到的思想观念和价值，其核心特质是价值观念的体现，是潜藏在人类群体的生活方式之下的共同观念系统。所谓研究文化，就是研究价值；了解文化，也就是了解价值。当文化与国际关系相联系时，文化是一个国际行为主体通过外交政策或外交行为，对国际关系造成影响的一个社会群体的性格特点、思维方式、价值取向等方面的总和。二、文化对国际关系的作用及影响从文化的角度来探究国际关系领域在冷战后时期掀起了一股浪潮，文化以其独特的内涵、价值作用为学者提供了诠释国际关系的一个全新维度。在国内层面，文化是国家力量的构成因素：作为文化载体的价值观念、政治观念、民族传统、民族性格等都是进行政治整合进而形成民族和国家凝聚力的重要因素，只有具备文化内聚力并以此进行价值整合的国家，才能保持其政权稳定。文化是影响国家制定对外政策的重要变量：文化价值观直接影响着人们的外部行为，一国制定对外政策是多种因素相互作用的结果。它既是经济利益的问题，又涉及到了道德、伦理评判。中国与西方国家外交政策的内容、目标，以及执行、实施之所以不尽相同，归根结底是源自于不同的文化理念。个体文化背景对国际关系的影响：我们不能忽视政治精英、经济强者、科技巨人在国家中的作用，他们直接接触国家所面对的国际局势，代表国家做出相应的对策，，而在制定对策的过程中就涉及到了精英们的价值观念和道德情感等。在国际层面上，同源文化是建构和催生国际合作与联盟的根基，异质文化的矛盾与歧义则是诱发和加深冷战后国际冲突的重要因素，但是在同 WP=37 源文化内部也不尽合作，异质文化冲突的过程也是文化融合、发展、变迁的过程。文化的全球互动由来以久，当前文化的全球化是一种全球背景下的跨文化交往，是文化的同质化、趋同化，这有助于国际关系的缓和与改善，并为处理日益复杂的国际关系提供新的理念与准则。文化的同质化、趋同化并不否认文化多样性的存在，反而在文化全球化的浪潮中，更加深了人们的“寻根意识”。民族主义的核心特质是文化的同质性，民族主义更是以文化的同质性作为基础，它对国际关系的影响其实质是文化的异同对国际关系的影响。文化对国际关系中的作用我们要进行恰当的定位，这样文化才能发挥其积极的功能和价值。其实决定国家对外行为的主要因素还在于经济、政治、军事等国家的利益，文化作为上层建筑的一个组成部分，并不能起到决定性的作用，只能反作用于经济、反作用于国家，它对国际关系的影响是次要的和有限的。只有在不同时代之间、社会转型的背景之下，国际关系趋于紧张时，文化的作用才凸显。三、中国传统文化的世界价值当今的国际关系正朝着相互依存的状态演变，各国寻求通过对话和谈判来解决传统的热点问题和所面临的共同的全球性问题。中国优秀传统文化中的人文精神则为文明之间的对话和建构国际关系新范式提供了丰富而又宝贵的资源。中国古代先秦思想家们的“己所不欲，勿施于人”的恕道、“推己及人”的仁道、“和为贵”、“睦仁善邻”的共生共处之道是文明对话的不可缺的基本原则。几千年来，中华民族始终秉承厚德载物的和合思想，同世界各国和睦相处，在互相尊重、平等相待的基础上发展友好合作关系。 “和平崛起”外交新战略以中国优秀传统文化中的“和而不同”哲 WP=38 学思想为核心价值，从中国传统文化哲学的角度诠释中国外交新战略，形成了中国优秀传统文化与现实外交战略的历史的具体的统一，必将为建立国际新秩序做出积极的贡献。
