欧盟对华新战略要素:政策内涵及态势

【摘要】：欧盟自上世纪90年代中期以来,根据国际形势变化,特别是中欧各自内部的新变化、新挑战,定期发布一系列对华政策文件,规划和指导各时期的对华关系发展。这种相对程式化的倾向在2006年之前非常明显。此后因欧洲陷入多重危机的困扰,其关注重点被迫集中于欧盟内部事务及周边问题。直至2016年6月,时隔10年之后,欧盟再次发布《欧盟对华新战略要素》文件,重新系统规划了欧盟对华新战略的基本原则、政策框架及未来行动方向。本文根据此新政策文件,重点阐析了欧盟对华新战略要素所蕴含的基本理念原则及政策框架的核心内涵,并结合当前中欧关系中的突出问题,思考和总结了欧盟对华新战略要素的特点和新倾向。
[Abstract]:Since the mid-1990s, the EU has regularly issued a series of policy documents on China, planning and guiding the development of relations with China in accordance with the changes in the international situation, especially the new changes and new challenges within China and Europe.This relatively stylized tendency was evident before 2006.Since then, as Europe has been mired in multiple crises, its focus has been forced to focus on the EU's internal affairs and peripheral issues.Up to June 2016, 10 years later, the EU again released the document "elements of the EU's New Strategy for China", which redesigned the basic principles, policy framework and future course of action of the EU's new strategy for China.According to this new policy document, this paper focuses on the analysis of the basic conceptual principles and the core connotation of the policy framework contained in the EU's new strategic elements towards China, and combines with the outstanding problems in the current China-EU relations.Thinking and summing up the characteristics and new tendency of the EU's new strategic elements towards China.
