成都市流浪儿童流浪原因研究

【摘要】：流浪儿童是历来就存在的社会问题,给儿童自身、家庭和社会都带来了巨大的影响和伤害,在国家逐渐重视民生问题的今天,流浪儿童问题日益成为我国政策关注和扶持的焦点。尽管国家制定相关的政策法规致力于解决流浪儿童问题,但流浪儿童绝对数量并无明显减少,且重复流浪现象频繁。严峻的流浪儿童现状说明我国有关流浪儿童的政策法规并不能够有效的解决儿童离家流浪的根本原因,因此,需要研究儿童流浪的根本原因,为提出有效的救助政策、源头预防等研究提供理论依据。笔者首先对我国学者有关流浪儿童流浪原因的研究进行了文献阅读,然后将学者们研究的流浪原因从家庭、社会、制度、教育和自身五个方面分类归纳；在此基础上,对成都市未保中心内进站流浪儿童的资料进行了数据分析,研究出流浪原因中经济贫困不再为主要因素、少年民工潮越演越烈等流浪原因的变化情况；之后对成都市未保中心内的流浪儿童和老师们进行了访谈,得出家庭抗风险能力低、家庭环境缺失和家庭教育失当为主的家庭原因是儿童流浪的根本原因、经济贫困不再是儿童流浪的主要原因以及随着社会经济发展而新增的流浪原因：离家儿童因务工不着而流浪；最后针对家庭原因提出社区干预以及对离家儿童务工不着问题提出加大初职教育和危机教育的政策建议。
[Abstract]:Street children have always been a social problem, which has brought great influence and harm to the children themselves, families and society. Today, the country is gradually paying attention to the livelihood of the people.The problem of street children has increasingly become the focus of our policy attention and support.Although the state makes relevant policies and regulations to solve the problem of street children, the absolute number of street children is not significantly reduced, and the phenomenon of repeated vagrancy is frequent.The severe situation of street children shows that the policies and regulations on street children in our country can not effectively solve the root causes of children wandering away from home. Therefore, it is necessary to study the fundamental causes of children's vagrancy and put forward effective rescue policies.Source prevention and other studies provide theoretical basis.The author first read the literature about the causes of vagrancy of street children in our country, and then classified the causes of vagrancy from five aspects: family, society, system, education and themselves; on the basis of this, the author summarized the causes of vagrancy of street children from five aspects: family, society, system, education and themselves.The data of street children in the unprotected center of Chengdu are analyzed, and the change of the reasons of vagrancy, such as the economic poverty is no longer the main factor and the youth labor tide is becoming stronger and stronger, is studied.After the interviews with street children and teachers in unprotected centers in Chengdu, it is concluded that the basic reasons for children's vagrancy are low family risk resistance, lack of family environment and poor family education.Economic poverty is no longer the main cause of children's vagrancy and the new cause of vagrancy with the development of social economy: children who leave their homes are homeless because they cannot work;Finally, the paper puts forward some suggestions on community intervention for the family reasons and the policy recommendations on strengthening the education of junior and crisis workers for children who leave home.
