城市社区冲突:类型特征与治理策略

【摘要】：社区冲突是现代城市社区治理的重要议题之一。对北京、上海、天津、广州和深圳五个特大城市社区的调查发现,现阶段中国城市社区呈现出多类型化发展特征,且不同类型城市社区中因融合程度不同而呈现出多样化的冲突类型。具体而言,过渡演替式社区的冲突严重程度最高,综合混合式社区次之,再次是单一单位式社区和传统街坊式社区,现代商品房式社区的冲突程度相对较低。城市冲突的类型主要表现在社区物业管理不善、环境污染、邻里纠纷、社会治安弱化、违章搭建、业主权利难以彰显、开发商遗留难题以及业主与其他治理主体间的关系紧张等问题。为此,要针对不同类型城市社区内的冲突表现,因地制宜,分层次厘清不同的冲突治理策略,进行精准化解与治理。
[Abstract]:Community conflict is one of the most important issues in modern urban community governance. A survey of the five mega-urban communities in Beijing, Shanghai, Tianjin, Guangzhou and Shenzhen found that at this stage, urban communities in China are characterized by multiple types of development. And different types of urban communities have different types of conflict due to different degree of integration. Specifically, the conflict degree of transitional succession community is the highest, the comprehensive mixed community is the second, and the single unit community and traditional neighborhood community is the second. The conflict degree of modern commercial housing community is relatively low. The types of urban conflicts are mainly reflected in poor management of community property, environmental pollution, neighborhood disputes, weakening public order, illegal construction, and the owners' rights are difficult to manifest. Developers remain a difficult problem and owners and other governance between the relationship between tension and other issues. Therefore, according to the conflict performance in different urban communities, different conflict management strategies should be clarified according to local conditions, and the conflict management strategies should be accurately resolved and managed.
