中国发展规划体系:发展现状与改革创新

【摘要】：中国已成功创立了全球独一无二的国家发展规划体系,形成了分级分类、相互分工、相互配合的发展规划体系和实施机制,是中国国家治理体系和治理能力现代化的重要基础。但仍应当看到,中国发展规划体系存在各类规划过多过杂、功能定位不清、隶属关系不清,部分规划缺乏实施抓手、编制主体纷杂、彼此衔接不足等问题。未来中国发展规划体系基本方向是制度化、法治化和体系化。我们应当明晰不同类型规划的定位和功能,明确不同层级规划之间的隶属原则,健全规划实施机制,建立和完善与发展规划相衔接的年度计划制度,从而推动规划体系进一步完善,形成一套"三级四类",以国民经济和社会发展总体规划为统领,以主体功能区规划为国土空间规划总控,以专项规划为特定领域延伸细化,以年度计划为重要抓手,层层隶属,各级各类规划层次分明、定位清晰、功能互补、系统完备的发展规划体系,使这一制度更加成熟、更加定型。
[Abstract]:China has successfully created a unique national development planning system in the world, and has formed a development planning system and implementation mechanism that is classified, divided and coordinated with each other, which is an important foundation for the modernization of China's national governance system and governance capacity. However, it should be noted that there are many problems in China's development planning system, such as excessive and complicated planning, unclear functional orientation, unclear subordinate relationship, lack of implementation of part of the planning, complicated main body of compilation, insufficient connection between each other, and so on. In the future, the basic direction of China's development planning system is institutionalization, legalization and systematization. We should clarify the orientation and function of different types of planning, clarify the principle of membership among different levels of planning, improve the planning implementation mechanism, and establish and improve the annual planning system linked to development planning. In order to further improve the planning system and form a set of "three levels and four categories," with the overall plan for national economic and social development as the main direction, the planning of the main function area as the master control of land and space planning, and the special planning as the specific field, the planning will be extended and refined. Taking the annual plan as the important grasping hand, layers of subordinates, all kinds of planning at all levels are distinct, the orientation is clear, the function is complementary, the system is complete and the development planning system is more mature and formalized.
