侨务公共外交在海丝建设中的实践策略——以华商为例

【摘要】:要真正实现21世纪海上丝绸之路建设的五通目标,就必须打破地缘政治所营造的遏制大国的宿命论,以共同关系和情感的营造实践代替传统的利益共同体来塑造全新的地缘蓝图。因此,建设海上丝绸之路的新思路在于通过侨务公共外交来打造"情感共同体",迈向一种以建构主义为支撑的"情感/关系"侨务公共外交路径。其中,华商作为一个具有影响力的独特群体,既是公共外交的重要目标群,也是公共外交重要的行为主体,可以借助华商的主体建构作用,以关系营造为实践切入点,推动海上丝绸之路建设民心相通的实现。
[Abstract]:In order to truly realize the five links goal of building the maritime Silk Road in the 21st century, we must break the fatalism created by geopolitics to contain the great powers. To build common relationship and emotion instead of traditional community of interests to shape a new geographical blueprint. Therefore, the new idea of building the maritime Silk Road lies in building "emotional community" through overseas Chinese affairs public diplomacy, and moving towards a kind of "emotion / relationship" public diplomacy path supported by constructivism. Chinese businessmen, as a unique group with influence, are not only the important target group of public diplomacy, but also the important behavior subject of public diplomacy. To promote the construction of the maritime Silk Road and the realization of the people's hearts and minds.
