我国残疾人集中就业扶持政策的演变与优化路径——基于政策文本分析方法

【摘要】：就业是民生之本,特别是对于残疾人而言,就业是回归社会的最佳途径。建国以来,残疾人集中就业扶持政策经历了"建立—发展—收缩—转型"四个演变阶段,具有从政府主导向社会化趋势演变的特点。当前我国仍处于残疾人就业方式变革和发展的关键时期,只有不断完善残疾人集中就业的方式,才能更好地确保其稳定就业。应通过建立健全多元主体参与扶持政策体系、确立科学的政策评估指标体系、优化政策组合、制定弹性的扶持政策及完善企业无障碍设施等措施,促进残疾人集中就业方式的可持续发展。
[Abstract]:Employment is the basis of people's livelihood, especially for the disabled, employment is the best way to return to society. Since the founding of the people's Republic of China, the policy of centralized employment support for the disabled has undergone four stages of evolution, namely, the establishment, development, contraction and transformation, with the characteristics of the trend from government leading to socialization. At present, our country is still in the critical period of the transformation and development of the disabled's employment mode. Only by constantly perfecting the mode of concentrated employment of the disabled can we better ensure their stable employment. Such measures as establishing and perfecting the policy system of multiple subjects' participation, establishing a scientific index system of policy evaluation, optimizing the policy mix, formulating flexible supporting policies and perfecting the enterprise's barrier-free facilities, and so on, should be carried out. To promote the sustainable development of concentrated employment for persons with disabilities.
