重庆市南岸区公共场所母婴室建设情况调查研究

【摘要】：公共场所提供哺乳室已经成为了社会文明的重大标志之一。随着国家生育政策的开放,二孩政策开始实施,使得社会增加了更多的生育需求,可以预见未来必将迎来一个生育的高峰期。因此在公共场所提供母婴室已经受到了越来越多人的关注。在这一方面,国内已经做出了重大的努力,加强对公公母婴室的建设工作,并且先后出台了一系列的措施和政策,以保障推进母婴室的发展和建设。从母乳喂养技术到母婴室设置构建等等,每一个环节均开展了深入的研究和分析,这为我国母婴室的发展提供了重要的条件。通过一系列的政策和举措,使得国内各方面开始重视母婴室建设,母乳喂养率也有显著的提升。然而纵观整个领域现状,我国母婴室建设依然存在着诸多不完善的地方,如存在对公共场所哺乳的偏见、公公母婴室设置覆盖面积低、母婴室空间不合理、母婴室利用率低等等,这些方面与国外发达国家相比差距较大。本文结合母婴室、母婴权益等核心概念以及公共产品理论、责任政府理论、新公共服务理论,通过调查研究重庆市南岸区公共场所母婴室建设的现状,分析问题,剖析原因,厘清政府在公共母婴室建设领域的职责,推动政府履行职责,为政府部门完善重庆市南岸区公共场所母婴室建设的对策提供科学依据和可行方案:转变观念,提高公众认知度;健全法律法规,提供政策支持;明确监管职责,加大监管力度。从而真正有效的推动全社会关注母婴健康、支持公共母婴室的建设,推动公共服务更加人性化、更加符合时代发展的需求。通过对南岸区母婴室调研可以看出,母婴室因其受益群体有限,在需要解决的民生问题中并未受到非常高的关注度,但是随着南岸区以及重庆城市化建设不断加快的步伐,各项公共基础设施建设也必将越来越趋于完善。民生作为和谐社会之基、科学发展之要一直以来都社会关注的话题,2017年民生工作再一次成为我党委政府工作的重中之重。如何打造和谐、充满人文关怀的城市名片,不仅是重庆市南岸区的追求,更是每一座城市的追求。随着二胎政策的开放和人们对于科学哺育健康下一代的追求,母婴室这一课题虽小,但折射出的人文关怀和无形价值却不容小觑。
[Abstract]:Providing nursing room in public places has become one of the major symbols of social civilization. With the opening of national fertility policy and the implementation of the two-child policy, the society has increased the demand for more children, and it can be predicted that the future will usher in a peak of fertility. Therefore, the provision of mother-child rooms in public places has attracted more and more attention. In this respect, China has made great efforts to strengthen the construction of the father-in-law room, and has issued a series of measures and policies to ensure the development and construction of the room. From breast-feeding technology to the construction of mother and child room, every link has carried out in-depth research and analysis, which provides an important condition for the development of mother and child room in China. Through a series of policies and measures, all aspects of the country began to pay attention to the construction of mother and child room, and the rate of breast-feeding also increased significantly. However, throughout the whole field, there are still many imperfections in the construction of mother and child room in our country, such as the prejudice of breast-feeding in public place, the low coverage area of maternal and child room, and the unreasonable space of mother and child room. Maternal and infant room utilization ratio is low and so on, these aspects compare with the foreign developed country big disparity. Based on the core concepts of mother and child room, the rights and interests of mother and child, the theory of public products, the theory of responsible government and the theory of new public service, this paper investigates the present situation of the construction of mother and child room in public places in Nanan District of Chongqing, analyzes the problems and analyzes the reasons. To clarify the responsibilities of the government in the field of building public mother and child rooms, to promote the government to perform its duties, to provide scientific basis and feasible plans for government departments to improve the construction of mother and child rooms in public places in Nanan District of Chongqing: to change the concept and improve the public awareness; Improve laws and regulations, provide policy support; clear regulatory responsibilities and strengthen supervision. In order to promote the whole society to pay attention to maternal and child health, to support the construction of public mother and child room, to promote more humanized public services, more in line with the needs of the development of the times. Through the investigation of the mother and child rooms in Nanan District, we can see that the mother and child rooms, because of their limited benefit groups, have not received very high attention in the livelihood problems that need to be solved. However, with the accelerating pace of urbanization in Nanan District and Chongqing, The construction of various public infrastructure facilities is bound to become more and more perfect. People's livelihood as the foundation of a harmonious society, scientific development has always been a topic of social concern, 2017 people's livelihood work has once again become the top priority of our party committee and government work. How to build a harmonious and humanistic city business card is not only the pursuit of Chongqing Nanan District, but also the pursuit of every city. With the opening of the policy of second child and the pursuit of scientific nursing of healthy next generation, the subject of mother and child room is small, but the humanistic concern and intangible value can not be underestimated.
