人口老龄化背景下广西养老服务业问题研究

【摘要】：随着我国老龄化发展进程的不断加快,并于2000年正式开始迈入老龄化社会,使得养老问题开始备受关注,人口老龄化的社会现象迫切需要面对并解决。2003年以后,广西开始迈入老龄化社会的状态,人口老龄化的增长速度不断加快,从而造成了养老服务需求量的加大,这对广西养老服务业的发展提出了更高的要求,广西养老服务业需要以一种速度更快、质量更高的状态进行提升和发展,从而才能使老年人群日益增长的养老服务需求得到满足。将广西养老服务业作为本文的主要研究对象,总结出广西养老服务业的发展现状及存在问题,并吸取国内外养老服务业的发展经验,对造成广西养老服务业现状的原因进行深入剖析,从而为广西养老服务业的发展建言献策。从整体来看,本文主要由四个部分组成:第一部分,对养老服务业的基本领域范畴及理论基础进行阐明;第二部分,阐述广西养老服务业的发展现状及存在问题;第三部分,对造成广西养老服务业现状的影响因素进行归纳总结;第四部分,针对上文所述的现状及原因分析,对广西养老服务业健康发展进行建言献策。具体内容主要分为以下几点:第一节前言,主要进行本文研究背景、研究意义、研究内容和研究方法等基本内容的交代;第二节,阐述广西养老服务业的发展现状及现存问题,主要包括这些不足:老年人群养老服务需求低、养老服务现有供给存在局限、政策体系不完善、上级部门监管力不够、缺乏专业的人才队伍、老年用品市场消极、缺乏系统化的服务评估办法等;第三节影响广西养老服务业发展的因素分析,主要从土地房屋、设施设备资金及人力资源等因素及市场化定位、理论研究水平的原因进行探讨;第四节推动广西养老服务业发展的对策建议,主要是从前文分析得出的广西养老服务业发展现状及所存在的问题提出针对性的对策建议,以保障日益增长的养老服务需求为研究的前提及基础,提出了以下几点对策建议:多主体多角度对老年人群的养老服务消费能力进行提升,并提高老年人群的养老服务消费意愿,多渠道发展养老服务业的专业人才建设,丰富养老服务类型,并在政策层面予以保障、完善养老服务市场及老年用品市场,提高服务及产品质量水平、完善养老服务业的制度建设及监督、评估奖惩体系,从而加强对其监管工作、以“互联网+”为发展手段建立更加先进及广阔的养老服务、加强宣传,营造良好的社会养老服务,加强互助养老。
[Abstract]:With the rapid development of aging in China and the beginning of the aging society in 2000, the problem of the aged began to be concerned, and the social phenomenon of the aging of the population needs to be urgently faced and solved after 2003. Guangxi has begun to enter the state of aging society, and the increasing rate of aging population has been accelerating, which has resulted in an increase in the demand for old-age services, which has put forward higher requirements for the development of the service industry for the aged in Guangxi. Guangxi's old-age service industry needs to be promoted and developed in a faster and higher quality condition, so as to satisfy the increasing demand for old-age service for the elderly. Taking the pension service industry in Guangxi as the main research object of this paper, the paper summarizes the present situation and existing problems of the pension service industry in Guangxi, and draws on the development experience of the pension service industry at home and abroad. The causes of the present situation of Guangxi's endowment service industry are analyzed in depth, so as to offer suggestions for the development of Guangxi's pension service industry. From the overall point of view, this paper consists of four parts: the first part, to clarify the basic field and theoretical basis of the old-age service industry; the second part, describes the current situation of the development of the pension service industry in Guangxi and the existing problems; the third part, This paper sums up the influencing factors of the present situation of the old-age service industry in Guangxi. The fourth part makes suggestions on the healthy development of the pension service industry in Guangxi based on the analysis of the present situation and the reasons mentioned above. The specific content is divided into the following points: the first section preface, mainly carries on this article research background, the research significance, the research content and the research method and so on basic content explanation; the second section, elaborates the Guangxi endowment service industry development present situation and the extant question, These shortcomings include: low demand for old-age services for the elderly, limitations in the existing supply of old-age services, imperfect policy system, inadequate supervisory power of higher authorities, lack of professional personnel, negative market for elderly articles, The third section analyzes the factors that affect the development of the service industry for the aged in Guangxi, mainly from the factors such as land, housing, facilities and equipment funds and human resources, as well as the market orientation, the reasons for the theoretical research level. In the fourth section, the countermeasures and suggestions to promote the development of the pension service industry in Guangxi are put forward, which are mainly based on the analysis of the present situation and the existing problems of the old-age service industry in Guangxi. Based on the premise and foundation of ensuring the increasing demand for old-age service, the paper puts forward the following countermeasures and suggestions: multi-agent and multi-angle to enhance the ability of the elderly to consume the old-age service. And to improve the elderly people's willingness to consume old-age services, multi-channel development of the pension service professional talent construction, enrich the types of pension services, and in the policy level to protect, improve the old-age service market and the elderly goods market, To improve the quality of services and products, to improve the institutional construction and supervision of the old-age service industry, to evaluate the system of rewards and punishments, and to strengthen the supervision of the system, so as to establish more advanced and extensive services for the aged by the "Internet" as a means of development. Strengthen propaganda, build good social endowment service, strengthen mutual support for the aged.
