基层治理视角下的黄埔区“三化”服务管理创新研究

【摘要】:我国省会城市(包括直辖市)“区—街—社区”的基层管理体系已运行多年,这种以管控为主要特征的管理模式,在应对城市规模不断膨胀、外来人员大量聚集、群众需求不断变化等中国式大城市病方面越来越力不从心。如何推进城市基层治理创新,是一个紧迫而重要的课题。适时对来自基层的改革创新实践进行理论思考,明晰城市基层治理创新的模式、路径和方向,便于区域性创新实践经验的提升和推广。分析我国传统城市基层管理模式的特点及其弊端,导出改革创新的两种极端取向:强化管制和社区自治,前者属于“强政府、弱社会”模式,后者属于“小政府、强社会”模式。在此基础上,提出自己的观点:契合我国国情的改革创新取向应该是“强政府、好社会”的模式,建立完善政府主导的城市基层治理多元主体合作共治模式。剖析我国省会城市基层治理创新实践案例,详细介绍黄埔区“三化”服务管理改革的基本情况及成效,挖掘其深层意义。笔者认为,黄埔“三化”改革为医治长期困扰我国城市基层管理的各种顽疾找到了“药引”,为改造基层治理基因、优化基因组合探索了路径,具体体现在“四个链接”:摆脱了传统管控模式的路径依赖,建立了政府管理与社区自治的有效链接;减少了科层制的推诿扯皮,建立了条条与块块的有效链接;减少了管理主客体的对立对峙,建立了管理与服务的有效链接;拓宽了社会组织的发展空间,建立了中西方和谐社会建设机制的有效链接。本文也列举和分析了黄埔区“三化”服务管理改革面临的困难问题,其遇到的问题在全国各大城市基层治理创新实践中带有普遍性,根本原因在于,城市基层囿于有限度的管理权限,改革创新往往浅尝即止,很难涉足深水区。有鉴于此,本文侧重于从面上、宏观层面对进一步提升城市基层治理水平提出对策建议,具体从推进顶层设计、树立法治信仰、协调各种关系、强化服务功能、突出社区建设、培育社会组织、推进机构改革、创新治理手段等8个方面提出深化改革的对策措施,希望通过典型引导,由点及面,推动全国城市基层治理理念更新、治理结构优化、治理流程再造、治理主体重构、治理技术创新、治理基因重组,彻底摆脱基层传统管控模式的路径依赖,建立政府主导的城市基层治理多元主体合作共治模式。
[Abstract]:The grass-roots management system of "district, street and community" in the provincial capitals of China (including municipalities directly under the Central Government) has been running for many years. The changing needs of the masses and other Chinese-style major urban diseases are becoming more and more inadequate. How to promote urban grassroots governance innovation, is an urgent and important topic. The reform and innovation practice from the grass-roots level should be considered in theory, and the mode, path and direction of urban grass-roots governance innovation should be clarified so as to facilitate the promotion and popularization of regional innovation practice experience. Based on the analysis of the characteristics and disadvantages of the traditional urban grass-roots management model in China, two extreme orientations of reform and innovation are derived: strengthening control and community autonomy. The former belongs to the mode of "strong government, weak society", and the latter belongs to "small government". The "strong society" model. On this basis, the author puts forward his own point of view: the reform and innovation orientation in line with the national conditions of our country should be the mode of "strong government, good society", and establish and perfect the mode of cooperation and co-administration of multiple subjects in urban grass-roots governance led by the government. This paper analyzes the practice cases of grass-roots governance innovation in provincial capitals of our country, introduces in detail the basic situation and effect of the service management reform in Huangpu District, and excavates its deep significance. The author believes that the reform of Whampoa's "three modernizations" has found a "drug quote" for the treatment of various persistent diseases that have long plagued the urban grass-roots management in our country, and explored the path for transforming the grass-roots governance gene and optimizing the gene combination. It is embodied in "four links": getting rid of the path dependence of the traditional control mode, establishing the effective link between government management and community autonomy, reducing the prevarication of the branch system and establishing the effective link between strip and block; It reduces the antagonistic confrontation between the subject and object of management, establishes the effective link between management and service, broadens the development space of social organization, and establishes the effective link of the construction mechanism of harmonious society between China and the West. This paper also enumerates and analyzes the difficult problems faced by the "three modernizations" service management reform in Huangpu District. The problems encountered in the practice of governance innovation at the grass-roots level in major cities in China are universal, and the fundamental reasons are: Because of the limited management authority, the reform and innovation of urban grassroots is difficult to set foot in deep water area. In view of this, this paper puts forward countermeasures and suggestions to further improve the level of urban grass-roots governance from the aspect and macroscopic level, specifically from the promotion of top-level design, the establishment of belief in the rule of law, the coordination of various relationships, the strengthening of service functions, and the construction of the community. To foster social organizations, to promote institutional reform and to innovate governance measures are proposed to deepen the reform in the hope of promoting the renewal of the concept of urban grass-roots governance and the optimization of governance structure through typical guidance, points and aspects. Governance process reengineering, governance subject reconstruction, governance technology innovation, governance gene reengineering, thoroughly get rid of the path dependence of traditional grass-roots management and control mode, and establish a government-led cooperative co-governance model of urban grass-roots governance multi-subject.
