潍坊市农村养老问题探究

【摘要】：自从改革开放,潍坊市农村经济取得了重大进展,经济和社会结构发生了巨大的变化,农村地区新的社会保障体系也已建立并逐步发展。但农村养老的基础仍然是家庭,家庭养老的作用还没有被其他养老方式所取代。在城市化步伐不断加快的大背景下,农村地区的养老问题越来越严峻。当前,潍坊在农村地区实施的社会养老保险制度与市场经济提出的规范、系统、科学要求还存在较大的差距。构建完善的农村养老保障体系,不仅可以有效解决“三农”问题,还可推动和谐社会的建设步伐,有利于实现社会主义现代化建设目标。本文分析了潍坊市农村养老情况,指出该市农村养老工作中存在的问题和缺陷,分析了问题产生的原因,结合国外农村养老保障的经验,进而对潍坊市的农村养老保障提出对策建议。全文共分六大部分:第一部分,论述了课题研究的意义、目的、背景,对我国和其他国家有关农村养老问题的研究理论进行了介绍。第二部分,主要介绍用到的理论工具及相关概念。第三部分对潍坊市农村养老保障的现状进行了描述,并对养老保障存在的挑战及问题进行了深入探讨。第四部分,介绍了其他国家的农村养老保障制度,为潍坊市开展农村养老保障工作提供了指导和借鉴。第五部分,主要提出潍坊市完善养老保障制度的对策建议。建议该市结合当前的实际情况,构建多元化、多层次的养老保障体系;在构建新型农村养老保障模式时,从几个方面作为入手点,包括监督、实施、管理、法制等。人类一直渴望获得幸福、实现公平,解决农村养老问题体现了社会主义的优越性,这一问题的解决也意味着解决了我国绝大多数人口的养老问题,这对于实现社会主义新农村和社会主义和谐社会的建设这一目标是一个很大的进步!通过对农村养老问题的的研究分析,增加自己对新农村政策的深入了解,近距离的接触农村的真实情况、倾听老百姓的心声,感受新农村建设的伟大成果。
[Abstract]:Since the reform and opening up, the rural economy of Weifang has made great progress, the economic and social structure has undergone tremendous changes, the new social security system in rural areas has also been established and gradually developed. But the rural pension is still based on the family, the role of the family pension has not been replaced by other pension methods. In the background of accelerating the pace of urbanization, the pension problem in rural areas is becoming more and more serious. At present, there is still a big gap between the social old-age insurance system implemented in rural areas and the standard, system and scientific requirement of market economy. The construction of a perfect rural old-age security system can not only effectively solve the problem of "agriculture, countryside and farmers", but also promote the construction of a harmonious society, which is conducive to the realization of the goal of socialist modernization. This paper analyzes the rural old-age care situation in Weifang, points out the problems and defects in the rural old-age care work in Weifang, analyzes the causes of the problems, and combines the experience of foreign rural old-age security. Then put forward countermeasures and suggestions to the rural old-age security in Weifang City. The thesis is divided into six parts: the first part discusses the significance, purpose and background of the research, and introduces the research theory of rural old-age problem in our country and other countries. The second part, mainly introduces the used theoretical tools and related concepts. The third part describes the current situation of the rural old-age security in Weifang, and probes into the challenges and problems of the old-age security. The fourth part introduces the rural old-age security system in other countries, which provides guidance and reference for Weifang to carry out rural old-age security work. The fifth part, mainly put forward Weifang City to improve the pension security system countermeasures. It is suggested that the city should build a diversified and multi-level old-age security system in combination with the actual situation at present, and take several aspects as the starting point when constructing the new rural old-age security model, including supervision, implementation, management, legal system and so on. Human beings have always been eager to obtain happiness, achieve fairness, solve the rural old-age problem reflects the superiority of socialism, the solution of this problem also means to solve the pension problem of the vast majority of the population of our country. This is a great progress in realizing the goal of building a new socialist countryside and a harmonious socialist society! Through the research and analysis of the rural old-age problem, we can increase their own in-depth understanding of the new rural policy, close contact with the real situation of the countryside, listen to the aspirations of the common people, and feel the great achievements of the new rural construction.
