“共享发展”理念实现路径研究

【摘要】：党的十八届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》表示:"坚持共享发展,着力增进人民福祉",要"按照人人参与、人人尽力、人人享有的要求,坚持发展为了人民、发展依靠人民、发展成果由人民共享并做出更有效的制度安排,使全体人民在共建共享发展中有更多获得感"。会议提出的包括共享发展理念在内的五大新的发展理念,是我党继科学发展观后在发展理念问题上的又一次重大突破,明确将共享发展理念作为发展战略写入第十三个五年计划的规划中,并强调:中国特色社会主义的本质要求,就是共享。这表明,共享发展的理念已被提升到治国战略思想的高度。共享发展执政理念,蕴藏着有深厚的理论根基。充分地体现和践行了一切为了人民这一唯物史观的根本观点和党的根本宗旨,体现了对马克思主义基本原理的高度自觉。因此,共享发展是坚持和发展中国特色社会主义的内在要求。人民群众既然是历史的主体、实践和认识的主体,也就理所当然地成为价值的主体。人民是价值的创造者,也应该是价值的享有者。人民群众积极性、主动性、创造性的充分发挥是社会主义事业成功的根本保证。因此,在实践中更好地自觉践行共享发展理念,对于实现全面建成小康社会的目标,对于实现中华民族伟大复兴的中国梦具有重要的理论研究价值和现实意义。本文以共享发展理念为题,以在实践中推进共享发展为基本出发点,论述了共享发展成果的现状和目前存在的问题及其成因,并侧重就共享发展成果的实现路径做出探讨。本文的内容共分为四章:第一章,共享发展理念的研究背景、研究目的及意义,国内外研究现状及分析。第二章,共享发展理念概述。包括对共享发展概念解读、渊源及积极作用的陈述。阐明了马克思主义经典作家及中国特色社会主义理论体系中的共享发展思想及其重要作用。第三章,重点对人民共享发展成果的现状、面临的问题及其成因展开了分析。第四章,针对人民共享发展成果的现状、面临的问题及其原因,提出了构建和谐社会背景下共享发展理念的实现路径。
[Abstract]:The "proposal of the CPC Central Committee on formulating the 13th Five-Year Plan for National Economic and Social Development", which was deliberated and adopted by the Fifth Plenary session of the 18th CPC Central Committee, states: "stick to shared development and strive to promote the well-being of the people." The demand of all people, insisting that development is for the people, that development depends on the people, and that the fruits of development are shared by the people and that more effective institutional arrangements are made, so that the whole people will have a greater sense of gain in the process of building and sharing development together. " The five new development concepts, including the shared development concept, put forward at the meeting are another major breakthrough on the issue of development concepts put forward by our Party following the scientific concept of development. The concept of shared development is clearly included in the planning of the 13th Five-Year Plan, and it is emphasized that the essential requirement of socialism with Chinese characteristics is sharing. This indicates that the concept of shared development has been elevated to the height of the strategic thinking of governing the country. The concept of shared development holds a profound theoretical foundation. It fully embodies and practices the fundamental view of historical materialism of all for the people and the fundamental purpose of the Party, and embodies a high degree of consciousness of the basic principles of Marxism. Therefore, shared development is the inherent requirement of adhering to and developing socialism with Chinese characteristics. Since the masses are the subject of history, practice and cognition, they naturally become the subject of value. The people are the creators of value and should also be the holders of value. The enthusiasm, initiative and creativity of the people are the fundamental guarantee for the success of the socialist cause. Therefore, it has important theoretical research value and practical significance to realize the goal of building a well-off society in an all-round way and to realize the great rejuvenation of the Chinese nation Chinese Dream. Based on the concept of shared development and the basic starting point of promoting shared development in practice, this paper discusses the present situation, problems and causes of shared development, and probes into the realization path of shared development results. The content of this paper is divided into four chapters: the first chapter, the research background, research purpose and significance, domestic and foreign research status and analysis. The second chapter is an overview of the concept of shared development. Including the interpretation of the concept of shared development, the origin and positive role of the statement. This paper expounds the thought of shared development and its important role in the theoretical system of Marxism classic writers and socialism with Chinese characteristics. The third chapter focuses on the status quo of people sharing the fruits of development, the problems faced and their causes. In the fourth chapter, according to the current situation, the problems and the reasons of the people sharing the development achievements, the realization path of the shared development concept under the background of building a harmonious society is put forward.
