从美军事打击叙利亚看特朗普外交决策特点

【摘要】：2017年4月4日叙利亚西北部发生毒气致人伤亡事件后第三天,美国总统特朗普指责是叙利亚政府制造了这次事件,下令对叙利亚的军用机场进行导弹打击。但美国国内专家及前高级情报官员纷纷质疑特朗普的指责及军事行动。促使特朗普匆忙做出军事打击决定的三大因素是:急于摆脱"通俄门"困境;与俄罗斯争夺中东地区主导权;以军方为主的安全团队起了决定性作用。通过梳理近期美国的对外政策及其举措,可以清楚地看到,特朗普的外交决策具有明显的"新干涉主义"特征;具有多变性、不可预测性,且更多冒险性;外交军事化色彩较浓。这应引起我们的高度关注。
[Abstract]:On April 4, 2017, U.S. President Donald Trump accused the Syrian government of creating a missile strike at Syria's military airport on April 4, 2017, a third day after a toxic gas casualty occurred in northwestern Syria. But domestic experts and former senior intelligence officials have questioned Trump's accusations and military actions. The three main factors that prompted Trump's hasty decision on a military strike were the rush to get out of the "through Russia" dilemma; the battle with Russia for leadership in the Middle East; and the decisive role played by a military-dominated security team. By combing the recent US foreign policy and its measures, it is clear that Trump's foreign policy decision has the characteristics of "new interventionism", variability, unpredictability and more risk taking. Diplomatic militarization is more intense. This should be of great concern to us.
