现实还是风险:“阶层固化”辨析

【摘要】："阶层固化"作为一个舆论热点,其概念是基于"阶层流动受阻"与"风险的社会放大"两个意涵而建构起来的。新中国成立以来,阶层流动大致经历了四个阶段:阶级关系重塑与"二元身份"形成、失序流动、大分化与新组合、边界清晰下的稳定流动。目前,中国社会并未呈现出阶层固化的整体态势,但也存在着影响阶层正常流动的若干障碍因素,包括宏观的制度与政策、中观的制度外"间隙"行为机制、微观的差异化的个体能动性等。防范阶层固化的风险,应坚持"控制"与"限制"相结合"、应对"与"面对"相结合和机会公平原则,并通过一系列政策手段促进阶层间的纵向流动。
[Abstract]:As a hot topic of public opinion, the concept of "stratum solidification" is constructed based on the implication of "block of stratum flow" and "social magnification of risk". Since the founding of the people's Republic of China, the class flow has undergone four stages: class relationship remodeling and the formation of "dual identity", disorderly flow, great differentiation and new combination, and stable flow under clear boundary. At present, Chinese society has not shown the overall situation of class solidification, but there are also some obstacles affecting the normal flow of stratum, including macro system and policy, the behavior mechanism of "gap" outside the system. Micro differentiation of individual activity and so on. To prevent the risk of stratum solidification, we should stick to the combination of "control" and "restriction", deal with "face" and the principle of opportunity fairness, and promote the vertical flow of stratum through a series of policy measures.
