地方政府与社会组织在社区建设中的互动关系研究

【摘要】:随着我国城市社区建设的推进,政府职能的转变,社会组织的发展,一部分社会组织,特别是专业社会组织通过地方政府购买社区公共服务的形式逐渐参与到社区建设中,以更好地满足城市社区居民的多元化服务需求。地方政府与社会组织双方基于满足社区居民服务需求进行种种互动,由此,地方政府与社会组织在社区建设中的互动关系引起了诸多研究者的广泛关注。资源依赖理论认为组织不能生产自身所需的全部资源,因此需要从其他组织获取自身无法自足的资源,这就会与环境中其他拥有自身生存发展所需资源的组织产生资源依赖关系。从资源依赖理论视角来看,地方政府与社会组织各自拥有对方需要的资源,这就构成了双方互动的基础。本文选取重庆市江北区金科廊桥水岸政府购买公共服务项目为案例,依据资源依赖理论为主要理论视角,建构“互动情境—居民需求—资源依赖—角色地位—互动纬度”分析框架,分析在城市社区这一具体互动情景中,地方政府与社会组织的互动关系。通过对地方政府与社会组织互动关系的理论分析,社会组织需要地方政府为其提供发展空间、经济支持、政策支持和合法性支持等方面的资源,地方政府需要社会组织承担其转移出的部分社区公共服务职能,以及通过社区服务为地方政府提供公众支持等资源。通过对地方政府与社会组织互动关系的案例分析,将地方政府与社会组织的互动置于具体的社区互动情境中,分析地方政府与社会组织互动中的资源依赖关系,梳理在互动中地方政府与社会组织的角色地位,以及互动的四个维度,从而揭示地方政府与社会组织之间双向互动的资源依赖关系实质。得出地方政府与社会组织在社区建设中的互动关系实质表现在三个方面,其一是一种非对称资源依赖关系,社会组织对地方政府具有强资源依赖关系,而地方政府对社会组织具有弱资源依赖关系;其二是地方政府与社会组织在互动中的地位关系不平等,地方政府处于强势、支配地位,社会组织处于弱势、受支配的地位;其三是一种非良性互动关系。进而从政府层面和社会组织层面,探讨促进地方政府与社会之间在社区建设中形成良性互动关系的对策。一是推进地方政府对社会组织的角色认同和互信;二是依法依规保障社会组织的社会地位和权益;三是地方政府加大对社会组织的资源支持力度;四是社会组织提升自身素质增强资源获取能力。
[Abstract]:With the promotion of urban community construction, the transformation of government functions and the development of social organizations, some social organizations, especially professional social organizations, gradually participate in community construction through the form of local governments purchasing community public services. In order to better meet the diversified service needs of urban community residents. The interaction between local government and social organization is based on meeting the service needs of community residents. Therefore, the interaction between local government and social organizations in community construction has attracted many researchers' attention. The theory of resource dependence holds that an organization cannot produce all the resources it needs, so it needs to obtain resources from other organizations that are not self-sufficient. This will lead to resource dependence with other organizations in the environment that have resources for their own survival and development. From the perspective of resource dependence theory, local governments and social organizations have their own resources needed by each other, which forms the basis of interaction between the two parties. This paper selects Jinke Langqiao waterfront government purchase public service project as a case, according to the theory of resource dependence as the main theoretical perspective. This paper constructs an analytical framework of "interactive situation-resident demand-resource-dependent, role-status-interactive latitude", and analyzes the interaction between local government and social organization in the specific interactive situation of urban community. Through the theoretical analysis of the interaction between local governments and social organizations, social organizations need the resources of local governments to provide them with development space, economic support, policy support and legitimacy support. Local governments need social organizations to undertake some of their community public service functions and provide public support to local governments through community services. Through the case study of the interaction between local government and social organization, the interaction between local government and social organization is put into the specific community interaction situation, and the resource dependence relationship in the interaction between local government and social organization is analyzed. Combing the role status of local government and social organization in the interaction and the four dimensions of interaction, the paper reveals the essence of resource dependence relationship between local government and social organization. It is concluded that the interactive relationship between local government and social organization in community construction is manifested in three aspects: one is an asymmetric resource dependence, and the other is that social organization has a strong resource dependence on local government. The local government has the weak resource dependence relation to the social organization, the second is the local government and the social organization in the interaction the position relations is not equal, the local government is in the strong, the dominant position, the social organization is in the weak, the dominant position; The third is a non-benign interaction. From the level of government and social organization, the countermeasures to promote the positive interaction between local government and society in community construction are discussed. One is to promote the role of local governments to identify with social organizations and mutual trust; the second is to protect the social status and rights of social organizations according to law; third, the local governments to increase the resources support for social organizations; Fourth, social organizations to enhance their own quality and enhance the ability to obtain resources.
