迁安市服务型社区建设路径研究

【摘要】：服务型社区是当前社会形势下一种新的社区治理模式,在这种模式下,注重强调以人为本,充分调动社区居民参与社区建设的积极性,将政府的宏观调控与社区居民的自治相结合,不断建设和谐宜居的新家园,不断满足社区居民日益增长的物质文化尤其是精神需求。本课题的研究从社区角度着手,以先进的互联网技术为依托,并根据我国社区建设的发展现状及存在问题,试图对迁安市服务型社区发展模式进行探究,以期解决迁安市服务型社区建设所暴露的各种问题。为了充分调动社区居民参与社区建设的积极性,为社区建设贡献力量,同时以往社区的管理模式,将“社区管理”变为“社区服务”,提升社区服务能力,加快迁安市服务型社区建设等提供借鉴意义和指导作用。同时,大力发展社区社会组织,可以在更广的领域利用各种资源提升社区服务水平。本文通过对我国服务型社区发展理论、特点及建设、社区功能等问题的研究,指出当前我国社区建设是主要依靠社区居委会的建设,虽然在一定时期内发挥了巨大的社会影响作用,但是其弊端也日益显露出来。又从迁安市社区建设的历程、取得的成绩及存在的问题等方面展开,借鉴国内部分地区建设服务型社区的先进经验,引出迁安市如何进行社区建设的具体措施。因此,探索更专业化人性化、更有利于服务居民的社区—服务型社区应运而生。以期对迁安服务型社区的进一步发展和完善有所借鉴。
[Abstract]:Service-oriented community is a new mode of community governance under the current social situation. In this mode, emphasis should be placed on putting people first, and the enthusiasm of community residents to participate in community construction should be fully mobilized. Combining the macro-control of the government with the autonomy of the community residents, we should constantly build a harmonious and livable new home to meet the increasing material and cultural needs of the community residents, especially the spiritual needs. Based on the advanced Internet technology and the current situation and existing problems of the community construction in China, this paper attempts to explore the development model of the service-oriented community in Qianan City from the perspective of the community. In order to solve the service-oriented community construction in Qianan exposed a variety of problems. In order to fully mobilize the enthusiasm of the community residents to participate in the community construction and contribute to the community construction, at the same time, in the past community management mode, "community management" is changed into "community service", and the community service ability is promoted. To speed up the construction of service-oriented communities in Qianan City to provide reference and guidance. At the same time, to develop community social organizations, can use a wide range of resources to improve the level of community services. Based on the research on the theory, characteristics and construction of service-oriented community development, and the function of the community, this paper points out that the current community construction in China mainly depends on the construction of the community neighborhood committee. Although in a certain period of time to play a huge social impact, but its drawbacks are also increasingly exposed. From the aspects of the course, achievements and problems of community construction in Qianan City, the author draws the concrete measures of how to construct the community in Qianan City by drawing lessons from the advanced experience of building service-oriented community in some parts of the country. Therefore, the exploration of more professional and humane, more conducive to serving the community-service community emerged as the times require. With a view to further development and improvement of the service community in Qian'an reference.
