昆明市城市大社区建设研究

【摘要】：社区是城市的基础,社区建设是城市管理与社会管理的重要方面,在现有社区基础上如何参照国际国内较成熟经验,进行大社区建设,是一个新的课题。大社区已是国际发达国家通行的社会管理模式,主要标志是大社区的人口规模较大,一般在10万人左右,当然这一规模是根据城市发展和社会管理幅度来确定,仅指大社区一般规模。近年来,美国和欧洲一些城市对社区的规模又进行了一定的控制,提出大社区规模不应超出25万人的概念。我国城市社区规模较小,从昆明实际看,城市社区平均规模不足万人。与国际上大社区相比,具有社区碎片化、管理分散化,同时也浪费人力、物力和财力,更不利于社会管理。随着城市建设不断扩展,借鉴国际上已较成熟的大社区建设模式和经验,加快国内大社区建设势在必行。本文结合昆明实际,采用比较分析法、访谈法、德尔菲法等研究方法,从大社区建设出发,对昆明市城市社区建设管理现状、问题进行定性阐述,引入大社区建设概念,以此为基础,从昆明市城市大社区建设的内外部,进行SWOT分析,并提出昆明市城市大社区建设的初步设想和对策,未来要通过构建大社区,调整社区规模、重组领导机构、增加人员编制,搭建大社区建设文化交流体系、服务体系、组织体系、社会监控体系,创建大社区管理新体制,为各级政府领导决策提供科学依据。
[Abstract]:The community is the foundation of the city, and the community construction is the important aspect of the city management and the social management. How to carry on the big community construction on the basis of the existing community, referring to the mature experience at home and abroad, is a new subject. The large community has become the social management mode prevailing in the developed countries. The main sign is that the population of the large community is large, which is generally about 100000 people. Of course, this scale is determined by the extent of urban development and social management. It refers only to the general size of a large community. In recent years, some cities in America and Europe have controlled the community size to a certain extent, and put forward the concept that the size of large community should not exceed 250000 people. The scale of urban community is small in our country. From Kunming, the average scale of urban community is less than ten thousand people. Compared with the international community, the community is fragmented, decentralized management, but also waste human, material and financial resources, which is not conducive to social management. With the continuous expansion of urban construction, it is imperative to speed up the construction of large communities in China. Based on the reality of Kunming, this paper uses comparative analysis, interview and Delphi method to analyze the present situation and problems of urban community construction management in Kunming, and introduces the concept of large community construction. On this basis, from the internal and external aspects of the construction of large urban communities in Kunming, the SWOT analysis is carried out, and the preliminary ideas and countermeasures for the construction of large communities in Kunming are put forward. In the future, it is necessary to construct large communities, adjust the scale of communities, and reorganize the leading institutions. Increase staffing, build cultural exchange system, service system, organization system, social monitoring system, create a new system of community management, and provide scientific basis for government leaders at all levels to make decisions.
