南宁市万秀村新生代农民工公民参与问题研究

【摘要】：在国家健全社会主义协商民主制度,大力推进协商民主发展的重大战略部署背景下,公民参与作为协商民主的核心问题受到社会和学界越来越多的关注。新生代农民工群体庞大,已经成为推动我国城市发展不可或缺的中坚力量,他们渴望融入城市生活,平等意识和权力意识逐渐萌发,必将成为城市中公民参与的重要主体。新生代农民工的公民参与情况不仅对其自身的生存和发展具有重要意义,而且还影响到我国社会主义民主政治的发展以及和谐社会的建构。然而,由于主客观因素的限制,新生代农民工的公民参与面临诸多阻碍。本文从政治生活参与、社会公共事务参与以及公共文化生活参与三个方面考察新生代农民工的公民参与状态,通过对南宁市万秀村新生代农民工的实地调查,了解到其在公民参与方面具有如下特征:政治参与态度热情与冷漠并存;对社区公共事务参与意愿觉醒而实际行动欠缺、参与层次低且内容单一、直接利益是其参与社区事务的主要驱动力;同时,新生代农民工对精神文化生活有较高需求但公共文化生活参与度低,文化生活呈封闭状态。通过梳理和归纳发现新生代农民工公民参与存在参与渠道不畅、参与意识不强和参与能力不足的问题。在此基础上,本文运用社会工作的生态系统理论、认识行为理论、社会支持理论和增强权能理论分析制约新生代农民工公民参与的主要因素,即政策体制限制、社会环境限制和新生代农民工自身因素的限制。主张将新生代农民工的公民参与问题纳入社会工作的专业视野,尝试运用社会工作的方法、模式和技巧促进新生代农民工实现有效的公民参与,并就个案、小组、社区和社会行政工作方法在帮助新生代农民工增强参与意识、提高参与能力、突破环境限制方面的运用策略展开阐述。
[Abstract]:Under the background of national perfecting socialist consultative democracy system and vigorously promoting the development of consultative democracy, citizen participation as the core issue of consultative democracy has been paid more and more attention by the society and academic circles. The new generation of migrant workers has become an indispensable backbone to promote the urban development of our country. They are eager to integrate into the city life, the sense of equality and power gradually germinated, and will become an important subject of citizen participation in the city. The citizen participation of the new generation of migrant workers is not only of great significance to their own survival and development, but also to the development of socialist democratic politics and the construction of a harmonious society. However, due to subjective and objective factors, the citizen participation of the new generation of migrant workers faces many obstacles. This paper examines the citizen participation status of the new generation of migrant workers from three aspects of political life participation, social public affairs participation and public cultural life participation, through the field investigation of the new generation migrant workers in Wanxiu Village, Nanning City. It is understood that it has the following characteristics in the aspect of citizen participation: enthusiasm and apathy coexist in the attitude of political participation; To the community public affairs participation intention awakening but the actual action is deficient, the participation level is low and the content is single, the direct benefit is its main driving force to participate in the community affairs; At the same time, the new generation of migrant workers have a high demand for spiritual and cultural life, but the participation of public cultural life is low, and cultural life is closed. Through combing and summing up, it is found that the citizen participation of the new generation of migrant workers has the problems of poor participation channels, weak participation consciousness and insufficient participation ability. On this basis, this paper applies the ecosystem theory of social work, cognitive behavior theory, social support theory and empowerment theory to analyze the main factors that restrict the citizen participation of the new generation of migrant workers, that is, the restriction of policy system. Social environmental constraints and the new generation of migrant workers their own factors. Proposing to bring the citizen participation of the new generation of migrant workers into the professional field of social work, trying to apply the social work methods, models and techniques to promote the effective citizen participation of the new generation of migrant workers, and on the case, the group, The methods of community and social administration in helping the new generation of migrant workers to strengthen their participation consciousness, improve their ability to participate, and break through the environmental restrictions are expounded.
