地方政府网络治理价值及其影响因素实证研究——以深圳居家养老服务为例

【摘要】：文章从居家养老服务实践和已有研究成果出发,运用文献分析方法构建宏观参量(资源依赖、政府理念)、合作关系(交流、承诺、资源共享、信任)与网络价值(政府回应力、组织效率、社会效应)的影响模型,对深圳市居家养老服务相关部门进行问卷调查,并运用结构方程模型(SEM)对假设进行验证,结果表明:政府所持公共服务理念及其与市场和社会主体在资源上的互补性是影响政府是否采用市场化和社会化方式提供公共服务的主要因素;同时,稳定和谐的合作关系能够显著提高政府回应力、组织效率与合作的社会效应,而公共服务理念的先进与否又在很大程度上决定着合作关系的质量水平。
[Abstract]:Based on the practice of home-based pension service and the existing research results, the paper uses the literature analysis method to construct macro-parameters (resource-dependent, government concept), cooperative relationship (exchange, commitment, resource sharing, trust) and network value (government-back stress, organizational efficiency, The model of social effect was used to investigate the related departments of home-care service in Shenzhen, and the hypothesis was validated by using the structural equation model (SEM). The results show that: The government's public service concept and its complementary to the market and the social subject are the main factors that influence whether the government adopts the market-oriented and socialized way to provide the public service. At the same time, the stable and harmonious cooperation relationship can significantly improve the government's return stress. The social effect of organizational efficiency and cooperation, and the advanced or non-advanced of the public service concept determines the quality level of the cooperative relationship to a great extent.
