平阳县农村社区治理水平评价研究

【摘要】：随着我国经济社会不断的发展变化,城乡二元结构体制下的诸多弊端日益凸显,如何进一步统筹城乡发展、构建和谐社会成为历史的必然。农村社区是我国家庭联产承包责任制后对农村社会建设和发展的又一种新的探索和尝试。根据2012年中国共产党召开的十八大报告相关决定精神,在我国广大地区建设“新型城镇化”乡镇将是未来中国全面建设小康社会的重要途径之一。2014年,习近平总书记在我国省部级主要党政领导干部学习有关贯彻中国共产党十八届三中全会精神学习班上强调,在未来的一段时间内,我国将全面推进国家治理结构和政府治理能力体系的现代化。而提升农村社区治理水平则是全面观测治理体系推进的重要手段之一。为了更有效推进农村社区治理水平,本文在研究国内外社区治理的基础上,以合作均衡治理理论、经济社区治理理论、公民社会理论、协调治理理论为指导,应用层次分析法构建了农村社区治理水平评价指标体系,包括管理规范、服务完善、环境舒适、活动丰富以及社会和谐5项二级指标,细化了15项三级指标和30项测评要素,并采用专家咨询法和判断矩阵确定相应的指标权重。以温州市平阳县63个农村社区的走访及0.5%社区居民的满意度抽样调查数据为基础,应用评价指标体系对平阳县农村地区政府部门治理能力进行可观评价分析。发现政府缺乏强有力的支持、群众参与意识普遍不高、干部缺乏社区治理理念、各类组织尚未真正实体化运作、村居难以真正融合等一系列问题。本文结合治理水平评价结果,针对平阳县农村社区治理的现状和存在的问题,提出加大政府支持力度；调动社区治理积极性；强化社区治理理念；促使社区自主自治；培育社会组织发展；重塑社区精神文化等建议。
[Abstract]:With the continuous development and change of our country's economy and society, many disadvantages under the dual structure system of urban and rural areas are becoming more and more prominent. How to further coordinate the development of urban and rural areas and build a harmonious society has become a historical necessity. Rural community is another new exploration and attempt to the construction and development of rural society after the household contract responsibility system in our country. In accordance with the decision spirit of the report of the 18th National Congress of the Communist Party of China held in 2012, the construction of "new urbanization" towns and towns in vast areas of China will be one of the important ways for China to build a well-off society in an all-round way in the future. General Secretary Xi Jinping stressed at the study session of major party and government leading cadres at the provincial and ministerial levels on the implementation of the spirit of the third Plenary session of the 18th Central Committee of the Communist Party of China: in the coming period, China will comprehensively promote the modernization of national governance structure and government governance capacity system. Improving the level of rural community governance is one of the important means to promote the overall observation of governance system. In order to promote the level of rural community governance more effectively, based on the study of community governance at home and abroad, this paper is guided by cooperative equilibrium governance theory, economic community governance theory, civil society theory, coordination governance theory, and so on. The evaluation index system of rural community governance level is constructed by using analytic hierarchy process (AHP), which includes 5 secondary indexes: management norm, perfect service, comfortable environment, rich activities and social harmony. It also refines 15 three-level indexes and 30 evaluation elements. The expert consultation method and judgment matrix are used to determine the corresponding index weights. Based on the survey data of 63 rural communities in Pingyang County of Wenzhou City and 0.5% of the residents' satisfaction, this paper applies the evaluation index system to evaluate the governance ability of the government departments in the rural areas of Pingyang County. It is found that the government lacks strong support, the consciousness of mass participation is generally low, the cadres lack the idea of community governance, all kinds of organizations have not really been operationalized, and the village is difficult to truly integrate and so on. Based on the evaluation results of governance level, this paper puts forward to strengthen the government support, mobilize the enthusiasm of community governance, strengthen the idea of community governance, promote the autonomous autonomy of the community, aiming at the present situation and the existing problems of the rural community governance in Pingyang County. Cultivate social organization development; reshape community spiritual culture and other suggestions.
