宗教的作用与建构主义方法的应用在菲律宾的国际关系(IR)研究中还是未经探索的领域,这是笔者进行此项研究的相关原因。菲律宾在天主教人口占主导地位的国家中,尤其是和欧洲和拉丁美洲的天主教国家相比是一个独特的案例。下此断言是由于其政府对社会化以及由其他西方自由国家、国际组织和跨国宣传所倡导的“用进一步法律化、制度化的方式解决人类安全问题”所带来的和压力反应迟钝所造成的。来自政治学、社会学、经济学和国际关系学科的学者们均指出罗马天主教会在菲律宾政治中具有重大影响作用。本研究着眼于通过两个案例,即生殖健康法案的通过和离婚法案的不通过,来分析进步的宗教行为体在贝尼尼奥·阿基诺执政期间产生的作用。与以往的研究所不同的是,提出的两个政策并非国内的政治问题,而是涉及到国际关系中更广泛的全球社会化的一部分,反映了两种国际机制的要求。生殖健康法案菲律宾满足由联合国和美国国际开发署推行的《千年发展目标》的预期目标的条件。而离婚法案是另一联合国附属公约——《消除对妇女歧视公约》的要求。在第三章和第四章,本文将揭示国际组织、西方自由国家和跨国非政府组织如何同化菲律宾政治精英及公民社会,从而将这两个措施逐步制度化。...
