【摘要】：近些年来,党中央和国务院高度重视农村地区的社会保障问题,不断的出台各种新措施来健全与完善农村社会保障制度。党的十六大明确提出：“有条件的地方,探索建立农村养老、医疗保障和最低生活保障制度”,党的十七大政治报告中再一次明确提出了“加快推进以改善民生为重点的社会建设,保障人民的基本生活”的方针和政策,并从社会安定和农村经济社会发展的高度上来重视农村地区的社会保障问题,将农村社会保障制度的建设作为社会主义新农村建设的一项重要内容来对待,建立健全与完善的农村社会保障制度事关科学发展观的贯彻落实,事关社会主义和谐社会的建设,也事关“三农”问题的解决。本研究以潍坊市农村地区社会保障问题为研究对象,具有重要的理论价值和现实意义。首先,新型农村社会保障制度是我国整个社会保障制度的重要组成部分,也是建设社会主义新农村和构建社会主义和谐社会的重要组成内容。因此,探讨分析新型农村社会保障制度,不仅拓宽了社会保障的研究范围,有利于整个社会保障学科的发展与建设,还大大丰富了社会主义新农村建设和社会主义和谐社会建设的内涵,有利于推动新农村建设和和谐社会的建设。其次,探讨研究新型农村社会保障制度,分析我国新型农村社会保障制度存在的问题,并提出相应的完善措施,无疑能够为尽快完善整个农村社会保障制度提供理论的指导。本研究主要研究以下内容：第一部分,绪论。这一部分主要对本论文研究背景及意义进行了阐释,并针对农村社会保障问题的国内外相关研究现状进行了述评；还对本论文的结体系及创新点进行了总结。第二部分,农村社会保障的基本理论与要素。这一部分主要阐述了现代社会保障的含义与基本内容、我国农村社会保障的含义与内容,并阐述了潍坊市农村社会保障的历史及现状等。第三部分,潍坊市农村社会保障的现存问题分析。这一部分对潍坊市农村社会保障的现存问题进行详细的分析,并解释了问题存在的原因。包括：社保的筹资匮乏,管道单一；农村社保体系不够完善；社保总体水平不高等。第四部分,结合潍坊市的现状研究农村建设与社保体系的综合构建。这一部分主要结合前文的论述,提出促进潍坊市农村建设与社会体系一体化发展的几点策略建议。包括：加快户籍制度改革破除城乡壁垒、实施土地制度改革切实保护农民的利益、构建农村社会保障法律制度、构建农村社会保障财政制度等。笔者认为,农村社会保障是农村社会居民面临风险、危机时所采取的各种防范保护措施的总称。但传统的农村保障模式和现行的各种制度性保障由于设计上的不完善,已经无法满足市场化条件下农民对保障的需求。因此,为了满足建设社会主义新农村的实际需要,建立一个与农村经济社会发展相适应的农村社会保障体系是非常必要的。本文着重基于潍坊市的现状,对这一问题进行了阐述。

The main contents of this study are as follows:
The first part is the introduction. This part mainly explains the background and significance of this paper, and reviews the related research status at home and abroad, and summarizes the system and innovation of this thesis.
The second part is the basic theory and elements of rural social security. This part mainly expounds the meaning and basic content of modern social security, the meaning and content of rural social security in China, and expounds the history and current situation of rural social security in Weifang.
The third part analyzes the existing problems of rural social security in Weifang city. A detailed analysis of this part of Weifang City, the rural social security problems, and explain the reasons for the problems. Including: social security funding shortage, the pipeline is single; the rural social security system is not perfect; the overall level of social security is not high.
The fourth part, combined with the construction of Weifang city construction and the current situation of rural social security system. This part mainly combined with the previous discussion, puts forward some strategies and suggestions to promote the development of Weifang rural construction and social integration system. Include: speeding up the reform of the household registration system, breaking the barriers between urban and rural areas, the implementation of effective protection of farmers' land reform interests. The construction of rural social security legal system, the construction of rural social security financial system.
The author thinks that the rural social security is rural residents face the risk of various protective measures taken to prevent the floorboard of crisis. But the traditional rural social security mode and the current institutional guarantee because the design is not perfect, has been unable to meet the market demand for farmers under the condition of security. Therefore, in order to meet the actual needs the construction of new socialist countryside, to build a social and economic development in rural areas of rural social security system is very necessary. This paper focuses on the status quo of Weifang city based on this problem are discussed.
