云南省机关事业单位养老保险制度改革研究

【摘要】：改革开放三十多年的不懈努力和社会主义现代化建设的不断推进,促使我国社会主义社会各项事业取得了跨越式的发展。我国经济发展水平越来越好,人民生活质量越来越高,必然要求建立更加完善的社会保障制度体系。为更好更快的统筹我国城乡社会保障体系,我国政府一直都在建立公平性、科学性养老保险制度的道路上,进行着不断的探索。早在2011年温家宝总理就在政府工作报告会上强调,要尽早将机关、企事业单位基本养老保险制度模式统一起来。老龄化时代的提前到来,再一次对我国养老保险改制工作提出了新的要求。2014年年末国家统计局的人口年龄结构数据呈现出我国老龄化进程加快的态势,我国60岁及以上老人已经突破2亿,老年人口占总人口的比例提高到15.5%,预计到2020年将接近20%(1)。这些数据都足以证明,我国已经提前进入老龄化社会且老龄化人口增长速度惊人。在新形势下,我国机关、企事业单位养老保险实行的双轨制运行模式显然已经不符合当今中国社会的发展要求。为防止双轨制继续给我国社会发展带来不利影响,必须对机关事业单位养老保险制度进行新一轮突破性的改革。本文开篇就对机关事业单位养老保险改革的脉络进行系统把握。并结合制度发展历程与现状,分析改革的重要性。再以云南省机关事业单位养老保险制度改革作为文章的落脚点,依据其发展的具体情况,剖析出新改中隐藏的问题。并且以国家的方针政策作为指导,结合云南省具体发展情况,认真总结有效改革的政策建议。本文具体包括以下六个部分的内容:第一部分是文章的导论,主要是对本文的研究背景、研究目的和研究意义进行阐述。归纳国内外的研究现状,并整理出本文的研究内容、方法以及研究路线。第二部分是对我国机关事业单位养老保险制度改革相关概念进行界定,并阐述其制度改革的基本理论支撑。第三部分主要是对机关事业单位养老保险制度改革发展历程与现状进行梳理。该部分归纳总结了制度建立、发展与改革概况,并且重申了推进机关事业单位养老保险制度的重要性。第四部分重点对云南省机关事业单位养老保险制度改革进行概述,回顾了云南省机关事业单位养老保险改革发展历程,总结了改革发展现状以及推进此次新改的发展思路。第五部分重点剖析云南省机关事业单位养老保险改制过程中面临的种种问题。第六部分则针对云南省机关事业单位养老保险改革所面临的问题,提出推进此次改制工作合理化的对策建议。
[Abstract]:With the unremitting efforts of reform and opening up for more than 30 years and the continuous advancement of socialist modernization construction, various undertakings of socialist society in our country have made leaps and bounds, and the level of economic development of our country is getting better and better. People's quality of life is getting higher and higher, it is necessary to establish a more perfect social security system. In order to better and faster coordinate the urban and rural social security system, our government has been establishing fairness. As early as 2011, Premier Wen Jiabao stressed at the government work report that the government organs should be put forward as soon as possible. The basic old-age insurance system of enterprises and institutions is unified and the aging age is coming ahead of schedule. In 2014, the population age structure data of the National Bureau of Statistics showed the accelerated process of aging in China. The number of elderly people aged 60 and above in China has exceeded 200 million, the proportion of the elderly population in the total population has risen to 15.50.It is expected that by 2020, the population will be close to 20 pieces of water. These data are all sufficient evidence. China has entered an aging society ahead of time and the aging population is growing at an alarming speed. Under the new situation, our country's organs. The operation mode of the double track system in enterprises and institutions is obviously not in line with the development requirements of the present Chinese society. In order to prevent the double track system from continuing to bring adverse effects to the social development of our country. It is necessary to carry out a new round of breakthrough reform on the pension insurance system of government institutions and institutions. At the beginning of this article, we should systematically grasp the context of the reform of the pension insurance of government institutions and institutions, and combine the development of the system with the present situation. Analyze the importance of reform. This paper includes the following six parts: the first part is the introduction of the article, mainly the research background of this paper. The purpose and significance of the research are expounded, the current research situation at home and abroad is summarized, and the research content of this paper is sorted out. Method and research route. The second part is to define the related concepts of the pension insurance system reform of the government and institutions in China. And elaborated its system reform basic theory support. The third part is mainly carries on the comb to the government institution pension insurance system reform development history and the present situation. This part has summarized the system establishment. General situation of development and reform, and reiterated the importance of promoting the institution pension insurance system. 4th part of the focus on Yunnan Province government institutions pension insurance system reform overview. This paper reviews the reform and development of pension insurance in Yunnan government institutions and institutions. This paper summarizes the current situation of reform and development and the thinking of promoting the new reform. Part 5th focuses on the analysis of various problems in the process of pension insurance reform in Yunnan government institutions and institutions. Part 6th focuses on Yunnan government affairs.
