【摘要】：在蒙古经济不断的提高之下国民的思想也有了大幅度的提高,儿童在社会中的地位也随之提高。而其中,是最脆弱、最艰苦的群体,社会福利和社会救援首要关注孤儿和残疾儿童。所以现如今儿童福利制度改革是必然的,其中,深入研究儿童福利制度,创新儿童福利制度成为了社会保障话题中最重要的内容之一。儿童福利的发展是世界各国都会面临的一个问题,发展儿童社会福利需要严谨全面的理论基础和实际应用的支持。蒙古国是一个发展中国家,经济和其他大国比较较为落后。但是在儿童福利方面发展的比较迅速。蒙古国儿童福利政策主要是保护儿童的合法权力和身心健康,促进儿童的正常成长与发展,使他们可以接受到良好的教育。但是在儿童福利事业的发展过程中,仍会面临很多严峻的问题,只有解决了这些问题,蒙古国的儿童福利事业才能更好地发展。本篇论文从蒙古国儿童福利利益观念开始着手,对蒙古国的儿童福利制度的发展历史进行了回首并梳理,并对蒙古国儿童福利制度的近况进行剖析,结合美国、俄罗斯与中国等国儿童福利制度的经历和成绩,比较上述各国之间儿童福利政策。并在这个基础上,对蒙古国儿童福利制度的发展趋势进行研究,期望可以对蒙古国的儿童福利事业的发展起到一定好的作用。
[Abstract]:With the continuous improvement of Mongolian economy, the national ideology has also been greatly improved, and the status of children in society has also increased, and among them, it is the most vulnerable and the most difficult group. Social welfare and social assistance focus primarily on orphans and disabled children. Therefore, the reform of the child welfare system is inevitable, among which, in-depth study of the child welfare system. The innovation of child welfare system has become one of the most important contents in the topic of social security. The development of child welfare is a problem that every country in the world will face. The development of children's social welfare requires rigorous and comprehensive theoretical basis and practical application support. Mongolia is a developing country. Economic and other large countries are relatively backward. But the development of child welfare is relatively rapid. Mongolia's child welfare policy mainly focuses on the protection of children's legitimate rights and physical and mental health. To promote the normal growth and development of children so that they can receive a good education, but in the development of child welfare, there will still be a lot of serious problems, only to solve these problems. This paper begins with the concept of Mongolian child welfare interests and reviews the development history of Mongolian child welfare system. This paper also analyzes the recent situation of Mongolian child welfare system, and compares the child welfare policies among the countries mentioned above on the basis of the experiences and achievements of the United States, Russia and China. The research on the development trend of Mongolian child welfare system is expected to play a good role in the development of Mongolian child welfare.
