太原市公租房分配制度研究

【摘要】:近几年,太原市的城市改造大刀阔斧,城镇化进程不断推进。而与此同时,由于新增外来人口的压力,财富分配不均,导致贫富差距不断拉大。在太原市房价日益攀升的今天,城镇居民中的中低收入群体陷入了住房难的困境。因此如何发展保障性住房,增加公租房的供给量,合理分配等问题成为了当前太原市社会保障工作的重中之重。在中央指导下,太原市的保障房建设工作进展迅速,经济适用房、公租房、棚户区改造等安居工程项目每年都会提供相当规模的保障房资源。尽管如此,这些资源依然无法满足社会各阶层的住房需求。因此使有限的公租房资源发挥更大的效用,有赖于科学合理的政策和公平有效的分配,而公租房分配制度是整个公租房制度体系的重要组成部分,也是公租房制度实施的重要环节,更是体现公平公正的关键。本文介绍了国内外关于公租房分配制度和公平分配理论方面的研究成果,整理并阐述了国内外许多先进国家、地区在公租房分配制度上的成就、特点以及经验。首先,回顾了有关太原市公租房的分配制度和政策,分析了太原市公租房的供应、需求和实际分配现状;然后,对太原市公租房分配的有效性做了详细的论述,最后介绍并引入了DEA评价体系,用于太原市公租房分配制度的建设和实施,并构建理论模型对其进行了可行性论证。以期进一步完善太原市的公租房分配制度,提高资源分配的公正和效率。在此基础上,文章分析并阐述了如下几个观点:首先,太原市现行的公租房分配制度中,对分配对象以人均收入划分的衡量标准存在简单化的缺陷,不能全面地了解申请家庭的经济状况和住房困难程度,导致一部分困难家庭的权益得不到保障。第二,申请公租房的家庭收入门槛设定偏低,不符合社会发展现状,存在滞后性。第三,市区户住满两年,这就使很多外来务工以及新就业人员因户籍的限制无法申请公租房,缩小了保障范围,降低了公租房的使用效率。第四,“摇号”分配方式在公租房分配中存在缺陷,有失公平,也影响效率。第五,在分析和确定影响公租房分配的指标体系基础上,构建引入理想决策单元的DEA分配模型,将太原市的实际情况引入验证,证实DEA用于公租房分配的有效性。
[Abstract]:In recent years, the city of Taiyuan has been undergoing drastic urban transformation and urbanization. At the same time, due to the pressure of the new foreign population, the distribution of wealth is uneven. Leading to the widening gap between rich and poor. In Taiyuan City housing prices are rising today, urban residents in the low and middle income groups are in the plight of housing difficulties. So how to develop affordable housing, increase the supply of public rental housing. Under the guidance of the central government, the construction of indemnificatory apartment in Taiyuan has made rapid progress, comfortable housing, public rental housing. Residential projects such as shantytowns provide a considerable amount of indemnificatory apartment resources every year, though. These resources are still unable to meet the housing needs of all sectors of society. Therefore, making the limited public rental housing resources more effective depends on scientific and reasonable policies and fair and effective distribution. The distribution system of public rental housing is an important part of the whole system of public rental housing system, but also an important link in the implementation of public rental housing system. This paper introduces the research results of public housing distribution system and fair distribution theory at home and abroad, collates and expounds many advanced countries at home and abroad. The achievements, characteristics and experiences of the public rental housing distribution system in the region. Firstly, the article reviews the distribution system and policy of the public rental housing in Taiyuan, analyzes the supply, demand and actual distribution status of the public rental housing in Taiyuan. Then, the effectiveness of the allocation of public rental housing in Taiyuan is discussed in detail. Finally, the DEA evaluation system is introduced and used in the construction and implementation of the allocation system of public rental housing in Taiyuan. In order to further improve the allocation system of public rental housing in Taiyuan, improve the fairness and efficiency of resource allocation. The article analyzes and expounds the following points of view: first of all in the current allocation system of public rental housing in Taiyuan there are simplistic defects in the criterion of dividing the distribution objects by the per capita income. Unable to fully understand the economic situation of the application family and the degree of housing difficulties, resulting in part of the rights and interests of families in need of protection. Second, the application for public rental housing family income threshold set on the low side. Not in line with the status quo of social development, there is lag. Third, urban households live for two years, which makes many migrant workers and new employment because of household registration restrictions can not apply for public rental housing, reducing the scope of security. Reduce the use of public rental housing efficiency. 4th, "Shake" distribution of public housing in the distribution of defects, unfair, but also affect efficiency. 5th. Based on the analysis and determination of the index system which affects the allocation of public rental housing, the DEA allocation model with ideal decision making unit is constructed, and the actual situation of Taiyuan is introduced to verify. Verify the effectiveness of DEA in the allocation of public rental housing.
