【摘要】：解决城市"流动党员"和"流动人群"问题,要推进街道社区医疗卫生保障和社会保障建设;要大力推进城市、城镇和街道、社区服务园区或服务基地建设;要大力推进教育、文化、体育、休闲园区建设。只有把城市"流动人群"和"流动党员"迎进社区文明新家园,才是我国文明变迁中人民群众的基本生活归宿。
