基于因子分析的地方政府公共服务能力比较研究:来自辽宁的例证

【摘要】：建立地方政府公共服务能力的指标体系,以14个市政府为样本,运用因子分析方法进行实证分析,提取科教文卫发展能力因子、危机治理能力因子、环境保护与治理因子及社会保障能力因子。结果表明:科技文卫发展能力、公共危机治理能力是地方公共服务的主导性能力,但地方政府间公共服务能力存在一定差距。本文依据地方政府公共服务各因子的得分能力,提出合理的政策与建议,全面提高地方基本公共服务能力,为人民群众提供方便、快捷、优质、高效的公共服务。
[Abstract]:Set up the index system of the local government's public service ability, take 14 municipal governments as the sample, use the factor analysis method to carry on the empirical analysis, extract the science, education, culture and health development ability factor, crisis management ability factor, The results show that the development ability of science, technology, culture and health, and the ability of managing public crisis are the leading abilities of local public service. However, there is a certain gap in the ability of public service between local governments. According to the score ability of each factor of public service of local government, this paper puts forward reasonable policies and suggestions to improve the ability of local basic public service in an all-round way to provide convenience for the masses of the people. Fast, high-quality and efficient public service.
