武汉市黄陂区政府在农村养老保障中的责任研究

【摘要】：随着我国老龄化人口的不断增加,老龄化程度不断加剧。国家统计局数据显示,截止2015年底,我国60岁及以上老年人口已达到2.2亿,占总人口的16.1%,也就是说每6个人中,就有1个人是老年人。如何解决城乡居民的的养老保障问题,特别是农民群体的养老保障,关键在于建立一套适应我国当代国情的、统筹城乡的养老保障体系,这已成为关系国计民生和国家长治久安的重大战略问题。面对迅速而来的老龄社会,中共政治局于2016年5日举行专题会议,习近平总书记围绕我国人口老龄化形势明确提出:推动老龄事业全面协调可持续发展,推进城乡社会保障体系建设,并在这个过程中要坚持党的领导、坚持政府主导、社会参与、全民动员相结合。以习总书记话精神为引领,如何构建有中国特色的养老保障体系(尤其是农村养老保障体系)便成为学术界亟待研究的重大课题。农民是我国最大的社会阶层和利益群体。鉴于城市化与工业化程度越来越高,在农村,人口老龄化问题比城市更为严重和复杂。以农村地区、农业人口为主的政府,在农村养老保障中发挥着重要作用,担负着农村养老保障中最重要的责任。然而,在农村养老保障中,由于不少地方政府对农村养老保障认识上的偏差,及对所承担责任的范畴不确定等,出现了政府责任缺失的现象,在养老服务需求越来越多的国情下,制约了我国农村养老保障制度的推行以及农村养老保障事业的发展。黄陂区是武汉市农村老年人口最多区域,也是笔者的家乡。黄陂虽然由县改为市辖区建制,但至今仍以农村地域和农村人口为主。每次回到家乡都接触到大量的农村老人,并开始关注农村养老问题,了解农村养老保障相关政策环境、实际困难等。为此,笔者把硕士论文的研究视角放在农村养老保障中的政府责任上,以武汉市黄陂区为案例,从农村养老保障中政府的责任界定为切入点,重点研究在当前农村养老保障建设中,政府应担负起的责任,存在的职责缺失,以及导致这些缺失现象产生的原因。最后,对这些问题提出强化农村养老保障中政府责任的针对性建议。试图通过个案研究以点带线、连线成面,以期为全国类似的政府推进农村养老保障提供有价值的参考。
[Abstract]:As China's aging population continues to increase, the degree of ageing is increasing. According to the National Bureau of Statistics, by end of 2015, the elderly population aged 60 and above had reached 220 million, accounting for 16.1percent of the total population, that is, for every six people. One person is an elderly person. How to solve the problem of old-age security for urban and rural residents, especially the old-age security for peasant groups, the key lies in establishing a set of old-age security systems that adapt to the contemporary conditions of our country and coordinate urban and rural areas as a whole. This has become a major strategic issue related to the national economy and the people's livelihood and the long-term stability of the country. In the face of a rapidly aging society, the political Bureau of the Communist Party of China held a special session on 2016 on 5th. General Secretary Xi Jinping made it clear around the aging situation in China: to promote the overall coordinated and sustainable development of the cause of ageing, to promote the construction of a social security system in urban and rural areas, and to adhere to the leadership of the Party and the government in this process. Social participation, the combination of the mobilization of the whole people, and the spirit of General Secretary Xi's words as the guide, How to construct the old-age security system with Chinese characteristics (especially the rural old-age security system) has become an important subject to be studied in the academic circles. The farmer is the largest social stratum and interest group in China. The degree of industrialization is becoming higher and higher. In rural areas, the problem of population aging is more serious and complex than that in urban areas. The government, which is dominated by agricultural population, plays an important role in rural old-age security and bears the most important responsibility in rural old-age security. In the rural old-age security, due to the deviation of local governments' understanding of the rural old-age security, and the uncertainty of the scope of the responsibility, there is a phenomenon of the lack of government responsibility. Huangpi District is the largest rural elderly population area in Wuhan, and is the author's hometown. Although Huangpi has changed from county to municipal district, However, it is still mainly rural areas and rural population. Every time they return to their hometown, they come into contact with a large number of rural elderly people, and begin to pay attention to the problem of rural old-age support, understand the policy environment related to rural old-age security, practical difficulties, and so on. The author puts the research angle of the master thesis on the government responsibility in the rural old-age security, taking Huangpi District of Wuhan City as a case, defining the government responsibility in the rural old-age security as the breakthrough point, focusing on the research in the current rural old-age security construction. The government should take up the responsibility, the absence of responsibility, and the causes of these deficiencies. Finally, this paper puts forward some specific suggestions to strengthen the government responsibility in rural old-age security. Connect to each other to provide valuable reference for similar government to promote rural old-age security.
