绵阳市涪城区农民工职业培训问题及对策研究

【摘要】：随着我国工业化、城市化建设的不断加速,农民工已经逐渐成为社会主义建设中不容小觑的力量。大力发展农民工职业技能培训,能够提升农民工劳动技能,增强其职业发展的适应能力,为全社会培养大批高素质、强竞争力的实用人才,有效地为社会提供优质产品和输出高效服务,因此,发展职业技能培训势在必行,其对于社会稳定、经济发展和民生大局,具有举足轻重的现实意义。由于“农民工”是独具中国特色的概念,这一群体不仅能够直接影射出我国城乡二元化发展的不均衡,同时还能够为今后一段时间的现代化建设和经济社会发展提供内生动力,当前在国内有关方面的研究颇多,而更多的出发点是分析我国在该领域工作中所取得成绩之外,重点研究了我国当下存在的各种问题,既有传统制度层面的,也有实际操作过程中出现的,当然也包括农民工群体自身的各类问题。从制度角度出发,有研究者认为在当前中国的户口制度影响之下,农民工没有办法跳出身份的限制,对于城市当然也就身在心不在,而土地制度则加剧了这一趋势的延展,因为农民始终认为在农村老家尚有退路,不愿意进行长远投资。而从操作层面出发,不少研究人员则认为对于农民工职业培训缺乏深度认识是该项工作最大的掣肘,当前,我国政府、用工单位、培训机构在农民工培训领域喊口号多,而实践不足,不仅缺乏统一的领导机关,在资金补助、需求调研、就业市场拓展等各方面都是严重缺乏的。当然也有从其他方面开展研究的,例如：农民工受教育水平影响了他们的参训的积极性、农民工的传统观念强等。绵阳市涪城区古位于四川盆地的西北部,是四川省第二大城市—绵阳市的城中心所在地,较有代表性的内陆农民工劳动力输出地。本人结合自己在涪城区人力资源和社会保障局工作的经历,对于四川省绵阳市涪城区的农民工就业培训状况展开了调研,通过实地走访,与政府、培训机构、企业、农民工面谈,发放调查问卷,实际感受培训课程内容等多种方式结合的方法,搜集整理了区内农民工就业培训的政策执行落实情况、单位工作总结和各类衡量数据,并以小见大,分析了我国在农民工就业培训工作探索中所存在的问题及改进完善的策略。

Vigorously develop the occupation skill training of migrant workers, migrant workers can improve labor skills, enhance their ability to adapt to the development of occupation, for the whole society to train a large number of high-quality, strong competitiveness of practical talents, effectively provide quality products output and efficient service for society, therefore, the development of occupation skill training is imperative, for social stability, economic development and people's livelihood situation, is practical significant. Because the "migrant workers" is a concept unique Chinese characteristics, this group can not only directly reflects China's two yuan in urban and rural areas development is not balanced, but also for a long time in the future modernization and economic and social development impetus, in the current domestic related studies And more, the starting point is the analysis of the achievements of China's progress in the field of work, focusing on the problems existing in our present, both aspects of traditional system, have occurred in the actual operation process, including all kinds of problems of migrant workers themselves. From the perspective of system, research researchers believe that under the impact of the current China hukou, migrant workers have no way out of the identity of the city limits, for there is in the heart, and the land system is exacerbated this trend extension, because farmers always think in the countryside is not willing to retreat, long-term investment. And from the operational level of many researchers think for migrant workers occupation training lack of deep understanding of the work is the biggest constraints, at present, our country government, labor units, training institutions in the field of training of migrant workers shouted slogans Many, and lack of practice, not only the lack of unified leadership, in grant funds, demand research, all aspects of employment market development are serious lack. There are studies from other aspects, such as: the educational level of migrant workers affected the enthusiasm of their participating in the training of migrant workers, the traditional concept of strong Mianyang District of Fucheng city. The ancient Sichuan basin is located in the northwest of Mianyang City, is the second largest city in Sichuan province of the city center is located, is representative of the inland migrant workers labor output. I combined with their own work in the Fucheng District Bureau of human resources and social security for migrant workers employment experience, training in Fucheng District of Mianyang city Sichuan Province, the research, through field visits, training institutions, enterprises and government, migrant workers, interviews, questionnaires, the actual experience of combined with the method of training courses in a variety of ways, search Collect in the area of employment of migrant workers training policy implementation, summarize the work and all kinds of measurement data, and analyzed our country the child is father of the man, which exists in the employment of migrant workers training work in the exploration problems and improvement strategies.
