锡林郭勒盟牧草地流转调查与定级估价研究

【摘要】:随着经济快速发展、城镇化和工业化进程加快,农民市民化加速,农村土地流转日益频繁,以牧草地为主要土地利用类型的内蒙古自治区牧草地流转也日趋加快,牧民流转牧草地的意识与意愿不断加强。但由于农村土地制度不完善及牧草地流转相关理论研究薄弱等原因,导致牧区草地流转存在较多问题,草地资源利用粗放。农村土地制度的改革已进入快车道,而牧草地流转理论研究,特别是流转价格的研究较薄弱,虽然农用地定级估价理论较成熟,但研究多是针对耕地用途,牧草地定级估价的专门研究还需进一步深入。本文以锡林郭勒盟为研究区,通过实地调查牧草地流转情况,分析发现存在的问题,并在此基础上进行牧草地定级与基准地价测算的研究,完善牧草地定级估价理论与实践。在对锡林郭勒盟牧草地流转调查情况汇总与分析后发现,目前牧草地流转主要存在流转价格差异大、不合理,流转方式单一及流转期限较短等问题,不利于牧草地资源的有效利用与生态环境保护。并从完善牧草地流转法律法规、加强政府部门管理与服务、加快牧区社会保障体系建设及深入牧草地流转相关理论研究等方面提出对策与建议。在牧草地定级研究上,通过借鉴草地资源评价研究内容,构建了以草群品质与草地产量综合评价(草地等级)为主要自然影响因素的锡林郭勒盟牧草地定级因素体系,并在此基础上完成了锡林郭勒盟牧草地定级成果,成果显示全盟牧草地等级共分为六级,一级草地主要分布于锡林浩特市,六级草地主要分布于苏尼特左旗,二、三、四级草地主要分布在东乌珠穆沁旗及西乌珠穆沁旗,总体上呈现出以锡林浩特市为中心,向周围扩散,牧草地级别逐渐降低的变化规律。在牧草地基准地价测算的研究上,首先对牧草地流转基准地价内涵进行了分析,并给予界定,在此基础上,通过样点地价平均法与定级指数模型法测算牧草地级别基准地价,结果显示牧草地基准地价分布与级别分布变化规律相一致,级别高的区域地价高,级别低的区域地价低,一级牧草地基准地价3619.63元/hm2,六级牧草地基准地价831.44元/hm2,价格随级别逐渐升高,并与实地市场调查总体情况相吻合。牧草地定级估价的结果,表明锡林郭勒盟牧草地定级估价结果符合实际情况,同时表明,锡林郭勒盟牧草地定级因素体系构建合理,在牧草地定级估价的实际应用中切实可行。
[Abstract]:With the rapid development of economy, the acceleration of urbanization and industrialization, the acceleration of the urbanization of farmers, the frequent circulation of rural land, the pasture land circulation in Inner Mongolia Autonomous region, which is the main type of land use, is also speeding up day by day. The consciousness and willingness of herdsmen to transfer pasture land has been strengthened continuously. However, due to the imperfect rural land system and the weak theoretical research on the circulation of pasture land, there are many problems in grassland circulation in pastoral areas. Extensive utilization of grassland resources. The reform of rural land system has entered the fast lane, while the theoretical study of grassland land circulation, especially the study of circulation price, is weak. Although the theory of grading and evaluation of agricultural land is more mature, the research is mostly aimed at the use of cultivated land. The special research on the gradation and evaluation of pasture land needs to be further deepened. This paper takes the Xilingol League as the research area and analyzes the existing problems through the field investigation of the pasture land circulation. On this basis, the gradation of forage land and the measurement of standard land price are studied, and the theory and practice of gradation and valuation of pasture land are perfected. At present, there are some problems in the circulation of forage land, such as large price difference, unreasonable circulation, single circulation mode and short circulation period, which are not conducive to the effective utilization of pasture land resources and the protection of ecological environment. To strengthen the management and service of government departments, to speed up the construction of social security system in pastoral areas and to make further theoretical research on the circulation of forage lands, the countermeasures and suggestions are put forward. In the research of gradation of forage lands, the contents of grassland resources evaluation are used for reference. Based on the comprehensive evaluation of grass quality and grassland yield (grassland grade) as the main natural influencing factor system of grassland gradation in Xilingol League, the gradation system of pasture land in Xilingol League was established, and the gradation results of pasture land in Xilingol League were completed on the basis of this system. The results showed that the grassland gradation of the whole league was divided into six levels, the first grade grassland was mainly distributed in Xilinhot city, the sixth grade grassland was mainly distributed in Sunita left flag, the second, third and fourth grade grassland was mainly distributed in East Wuzhimuqin flag and West Wuzhoumuqin flag. On the whole, it presents the changing law of the center of Xilinhot city, diffusing to the surrounding area, and gradually decreasing the gradation of pasture land. In the research of the standard land price of forage land, the connotation of the standard land price in the circulation of forage land is first analyzed. On the basis of the definition, the standard land price of forage land is calculated by the method of sample land price average and grade index model. The result shows that the distribution of standard land price of pasture land is consistent with the law of grade distribution, and the regional land price with high grade is high. The regional land price of low grade is low, the standard land price of the first grade pasture land is 3619.63 yuan / hm ~ (2), the standard land price of the sixth grade pasture land is 831.44 yuan / hm ~ (2), the price increases gradually with the grade, and is consistent with the overall situation of the field market investigation. The result of the gradation and evaluation of the pasture land, The result shows that the result of gradation and evaluation of pasture land in Xilingol League is in line with the actual situation. At the same time, it is reasonable to construct the gradation factor system of pasture land in Xilingol League, and it is feasible in the practical application of the gradation and evaluation of pasture land in Xilingol League.
