河源市新型城镇化发展问题研究

【摘要】：改革开放以来,随着国家、广东省新型城镇化主题的日益推进,河源市渴求发展的愿望日益强烈。但河源原有的乡村城镇化道路存在着区域失衡、土地蔓延、协同不足、用地低效、转型困难等问题,制约着产业结构升级和空间格局优化,缺乏对“以人为本”城镇化的关注,城镇化质量不高。通过深入河源市所辖县、镇、村、户等的调查,较好地梳理了河源城镇化发展历程、现状及发展过程中存在的问题。同时,查阅了大量国内外对城镇化发展的先进研究成果,通过对比各国、各地区城镇化发展的特点和规律,并将其研究成果与河源市社会经济发展情况、农村发展情况综合、对比,最终获得解决河源新型城镇化发展问题的答案。站在新的起点上,走科学发展的新型城镇化道路,是河源保持经济持续健康发展的强大引擎。经研究,河源要从根本上解决现有新型城镇化发展过程中存在的问题,一方面要通过统筹城乡管理制度、土地利用及规划、劳动就业、基础设施和公共服务等建设,逐步削除城乡二元结构,努力推进一体化发展;另一方面要深化土地制度、户籍制度和社会保障制度等改革,消除新型城镇化发展过程中的体制性障碍;第三方面要优化现有产业规划体系、拓宽投融资渠道,利用万绿湖及辖区内丰富的矿产资源等优势,发展特色产业,来增强产业支撑,走可持续发展道路。做到这三点,河源市新型城镇化程度将得到全面提高,对全面建成小康社会、加快社会主义现代化建设进程,对河源乃至广东的发展具有重要意义。
[Abstract]:Since the reform and opening up, with the development of new urbanization theme in Guangdong Province, the desire for development of Heyuan City has become increasingly strong. However, the original rural urbanization road of Heyuan has regional imbalance, land spread and insufficient coordination. Problems such as low efficiency of land use and difficulties in transformation restrict the upgrading of industrial structure and optimization of spatial pattern, lack of attention to "people-oriented" urbanization, and low quality of urbanization. Through the investigation of counties, towns, villages and households under the jurisdiction of Heyuan City, The development course, current situation and problems in the process of urbanization in Heyuan are well combed out. At the same time, a large number of advanced research results on urbanization development at home and abroad are consulted, and the characteristics and laws of urbanization development in various countries and regions are compared. By comparing the research results with the social and economic development of Heyuan City and the situation of rural development, we can finally get the answer to the problem of new urbanization development in Heyuan City. Standing at a new starting point, we should take a new road of scientific development of urbanization. Heyuan is a powerful engine for sustained and healthy economic development in Heyuan. After research, Heyuan has to fundamentally solve the problems existing in the development of the existing new type of urbanization, on the one hand, through the overall planning of urban and rural management systems, land use and planning. The construction of labor and employment, infrastructure and public services, gradually cutting off the dual structure between urban and rural areas, and striving to promote the development of integration; on the other hand, we should deepen the reform of the land system, the household registration system, and the social security system, etc. The third aspect is to optimize the existing industrial planning system, broaden the channels for investment and financing, and take advantage of the rich mineral resources in Wanlu Lake and its jurisdiction to develop characteristic industries. To strengthen industrial support and take the path of sustainable development. To achieve these three points, the new type of urbanization in Heyuan City will be comprehensively improved, and will speed up the process of socialist modernization to build a well-off society in an all-round way. It is of great significance to the development of Heyuan and even Guangdong.
