我们为什么要面向青年出台专门的“规划”——从“青年是不是弱势群体”谈起

【摘要】：青年是不是"弱势群体",不是理解面向这个群体出台专门规划的根本。这与出台"妇女发展纲要""儿童发展纲要""老龄事业发展规划"是不同的。青年的特性、青年的特殊地位和作用、青年的特殊使命以及青年事业发展的历史经验和现实经验等,决定了青年发展不仅仅是青年的问题,而且是一个关涉民族、国家、党的希望和未来的战略问题。面向青年群体出台专门的规划,就是为了解决好这个战略问题。这才是问题的根本。促进青年发挥其在国家经济社会发展中的生力军和中坚力量的作用,就要实现好、维护好、发展好青年的核心权益。从当前我国青年发展的状况来看,他们迫切需要受到关注的核心权益包括思想道德、教育、健康、婚恋、就业创业、文化、社会融入与社会参与、权益保护、预防犯罪、社会保障等10个领域。总结青年发展的历史经验和现实经验,解决青年政策针对性不强、碎片化、约束力和指导性有限、可操作性偏低等突出问题,必须坚持"党管青年"的原则。青年发展涉及的领域特别广、涉及的部门特别多,应跳出从共青团系统思考的传统思维,构建支持青年发展的国家机制。

Judging from the current situation of youth development in China, the core rights and interests that they urgently need to be paid attention to include ideology and morality, education, health, marriage and love, employment and entrepreneurship, culture, social integration and social participation. To sum up the historical and practical experience of youth development and to solve outstanding problems such as weak pertinence, fragmentation, limited binding force and guidance, low operability, and so on, in 10 fields such as protection of rights and interests, crime prevention, social security, and so on. We must adhere to the principle of "party governing youth". Youth development involves a wide range of fields and especially many departments. Therefore, we should jump out of the traditional thinking of thinking systematically from the Communist Youth League and build a national mechanism to support youth development.
