济南市城市低保管理问题研究

【摘要】：上世纪90年代的国有企业改制,导致大量以下岗失业工人为主体的贫困群体迅速出现。为解决好贫困群体的基本生活问题,维护社会稳定,1993年上海市最早推出了城市居民最低生活保障制度,1999年国务院颁布了《城市居民最低生活保障条例》,标志着这一制度的正式建立。经过20年的发展,低保制度已经成为社会救助体系乃至社会保障体系的重要组成部分,已经由最初的解决下岗职工生活难题的配套措施,发展成为加强社会建设、促进社会发展的重要内容。尽管我国的低保制度已经相对稳定并发挥了应有的保障作用,但由于先有实践、后有政策和管理,因此在实际运作中缺乏规范有序的特征。当前,在全国各地都普遍存在缺乏有效法律依据、管理效率不高、资金投入不稳定等问题。传统的管理模式、粗放型的管理格局,成为制约低保制度发展的重要瓶颈。政府应当充分认识低保管理的重要性,在管理上下功夫,促进这一制度向规范化、制度化和法制化的方向发展,不断提高管理运作效率。本文结合济南市城市低保管理实际,依据公共管理学、社会保障学等多学科的相关理论和基本知识开展相关研究。运用文献资料分析、理论分析与实证分析相结合、调查访谈以及政策分析等研究方法,对济南市城市低保管理的现状、主要内容进行分析,探索完善加强城市低保管理的对策,为地方政府决策和低保制度发展提供参考和借鉴。除绪论外,论文共分为三个部分。第一部分,分析了济南市城市低保管理的现状。通过对济南市城市低保管理机构、政策规定、管理系统、资金管理、专项救助措施等方面情况的详细分析,结合相关统计数据和资料,系统剖析了济南市城市低保管理的现状。第二部分,探究济南市城市低保管理存在的问题及其原因。存在的主要问题：一是低保管理工作机构和力量相对弱化；二是低保管理政策规定不完善；三是低保资金管理使用不规范；四是低保对象履行义务不够；五是社会救助体系不配套、衔接不顺畅。同时,探讨了济南市城市低保管理存在问题的原因：一是政府低保管理工作理念相对滞后；二是低保管理法规政策缺乏统一的规划和权威性；三是社会经济发展提供的财力支持不足；四是低保对象的义务履行机制缺失；五是政府社会救助体制设置和运作机制不健全。第三部分,提出了完善济南市城市低保管理的具体对策。一是加强低保管理机构和队伍建设；二是完善低保管理制度和机制建设；三是完善低保资金管理机制；四是强化低保对象的义务履行；五是强化低保救助资源和措施的整合。最后是结束语。
[Abstract]:In -10s, the reform of state-owned enterprises led to the rapid emergence of a large number of poor groups, mainly laid-off and unemployed workers. In 1993, Shanghai first launched the minimum living security system for urban residents. In 1999, the State Council promulgated the regulations on the minimum living Security of Urban residents, which marked the formal establishment of this system. After 20 years of development, The minimum security system has become an important part of the social assistance system and even the social security system. It has developed from the initial supporting measures to solve the living problems of laid-off workers to strengthen social construction. Although the system of minimum security in our country has been relatively stable and has played its due role as a safeguard, because of the first practice, then the policy and management, there is a lack of normative and orderly characteristics in the actual operation. Problems such as lack of effective legal basis, low efficiency of management, unstable investment of funds, etc. Traditional management mode and extensive management pattern are common in all parts of the country. The government should fully understand the importance of the management of minimum living allowance and make great efforts to promote the development of this system towards standardization, institutionalization and legalization. This paper combines the reality of Jinan City minimum Security Management, according to the relevant theories and basic knowledge of public management, social security science, etc. Combining theoretical analysis with empirical analysis, investigation and interview, policy analysis and other research methods, this paper analyzes the present situation and main contents of the urban minimum living standard management in Jinan, and explores the countermeasures to improve the urban minimum living standard management. Besides the introduction, the paper is divided into three parts. The first part analyzes the present situation of the urban minimum living standard management in Jinan. The detailed analysis of policy provisions, management system, fund management, special relief measures and other aspects, combined with relevant statistical data and data, systematically analyzed the current situation of urban minimum security management in Jinan. Part two, This paper probes into the problems and causes of the management of minimum living allowance in Jinan city. The main problems are as follows: first, the relative weakening of the organization and force of the management of the minimum living standard; second, the imperfection of the policy of the management of the minimum living standard; third, the non-standard use of the management of the minimum living allowance; The fifth is that the social assistance system is not complete and the connection is not smooth. At the same time, the paper discusses the reasons of the problems in the management of the minimum living standard in Jinan: first, the concept of the government's minimum security management is relatively lagging behind; The second is the lack of unified planning and authority, the third is the lack of financial support provided by the social and economic development, the fourth is the lack of the mechanism of fulfilling the obligation of the minimum guarantee object. The third part puts forward the concrete countermeasures to perfect the management of minimum living allowance in Jinan city. The second is to perfect the management system and mechanism of the minimum living standard; the third is to perfect the mechanism of managing the fund of the minimum living standard; the fourth is to strengthen the obligation of the object of the minimum living allowance; the fifth is to strengthen the integration of the resources and measures of the relief of the minimum living standard; finally, the conclusion.
