河北省乡—城流动人口社会保障融合度的影响因素分析及其完善对策

【摘要】：随着我国新型城镇化建设的快速推进,人口流动不断加速,越来越多的农业转移人口进城务工,农村的孩子也越来越多的通过高考等方式走出农村,形成了乡—城流动人口群体。乡—城流动人口能否顺利的适应城市、融入城市,这在我国城乡一体化、城市化进程不断加快的背景下更是引起了广泛的讨论。与此同时,流动人口的社会保障问题一直都是众多学者关注的焦点,这方面的制度建设和现状令人担忧。在这样的现实背景下,本文试图把两者有机联系起来,利用流动人口发展报告等数据考察两者之间的关系,以期能为流动人口的社会保障和社会融合研究提供新的思路和参考。本文以社会保障融合为研究视角,以乡—城流动人口为研究对象,将乡—城流动人口社会保障融合度作为核心内容,在对已有的乡—城流动人口相关概念界定、社会保障融合、社会融合及社会融合度的研究成果进行深入分析的基础上,提出了“社会保障融合度”这一概念,并尝试构建了影响因素指标体系,为提高社会保障融合提供思路,进而更好地向乡—城流动人口市民化献计献策,使我国新型城镇化发展更加全面。本文通过查阅相关文献,从制度性影响因素和非制度性影响因素两方面,通过户籍制度因素、社会保障制度因素、就业制度因素、经济因素、社会关系网络因素、乡—城流动人口自身因素分析了他们对社会保障融合度的影响,并根据分析结果,针对影响乡—城流动人口社会保障融合度大的因素提出了相应的改善对策。
[Abstract]:With the rapid development of new urbanization in our country, the population flow is accelerating, more and more people are moving from agriculture to work in cities, and more and more rural children are going out of the countryside through the college entrance examination and so on. The rural-city floating population group is formed. Whether the rural-city floating population can adapt to the city smoothly and integrate into the city, this in our country urban and rural integration, the process of urbanization is speeding up under the background of the more extensive discussion at the same time, at the same time, The social security problem of floating population has always been the focus of attention of many scholars. The system construction and current situation are worrying. In such a realistic background, this paper attempts to link the two together organically. In order to provide new ideas and references for the study of social security and social integration of floating population, this paper makes use of the data of floating population Development report to investigate the relationship between them. Taking the rural and urban floating population as the research object, taking the integration degree of social security of the rural and urban floating population as the core content, the author defines the existing concepts of the rural and urban floating population and integrates the social security. Based on the deep analysis of the research results of social integration and its degree of social integration, this paper puts forward the concept of "degree of social security integration", and tries to construct an index system of influencing factors to provide ideas for improving social security integration. Further better to the township-city floating population to make the development of new urbanization more comprehensive. Through consulting the relevant documents, this article from the institutional factors and non-institutional factors, through the household registration system factors, Social security system factors, employment system factors, economic factors, social relations network factors, rural-city floating population's own factors have analyzed their influence on the social security integration degree, and according to the analysis results, In view of the factors affecting the social security integration of rural-urban floating population, the corresponding improvement measures are put forward.
