大连市城乡居民养老保险制度完善研究

【摘要】：2009年,国务院按照“保基本、广覆盖、有弹性、可持续”的基本要求,在全国部分省区试点建立新型农村社会养老保险制度。两年后,国务院又出台相关文件试点建立城镇居民养老保险制度。到2015年,“新农保”和城镇居民养老保险制度已基本在全国建立起来。很多省市合并了“新农保”和城镇居民养老保险,基本实现了“十二五”规划要求的“新农保”与城镇居民养老保险合并实施,并与城镇职工养老保险实现转移接续。城乡居民养老保险制度的实施,一定程度上提高了低收入和无收入参保人员的家庭经济收入水平,为这部分人群提供了养老保障,进一步完善了社会保障体系,是我国社会保障制度建设的一个重大进步。但是,不能忽视的是我国在城乡居民养老保障制度的建设上还是存在一些不足的,如城乡居民养老保险制度的筹资机制不完善、筹资层次较低、养老保险待遇水平较低、与城镇职工养老保险制度间的转移存在不畅、跨区域信息核查等等为了研究上述问题,本文主要运用文献综述法、访谈法、问卷调查法、统计分析法相结合的方式对大连市城乡居民养老保险制度实施现状进行研究。首先,在研究总结国内外有关城乡居民养老保险研究文献的基础上,分别针对大连市“市、区、街道”三级城乡居民养老保险经办机构、参保人员设计了大连市城乡居民养老保险制度实施现状的访谈提纲,并选取大连市十个区市县发放了调查问卷。其次,通过专家评判,确定了大连市城乡居民养老保险制度实施现状评价指标和评价指标之间的权重关系,通过调查分别从城乡居民养老保险制度公平性、效益性、满意度、可持续性进行了分析,认为目前仍存在着制度体系不完善、公众参与度较低、不同群体间养老保险待遇差距较大、统筹层次较低、养老保险待遇增长困难等问题。最后,从完善大连市城乡居民养老保险制度体系、筹资机制、适当缩小不同保险间的差距、提高公众参与度、提高经办水平等方面提出相关建议。
[Abstract]:In 2009, the State Council, in accordance with the basic requirements of "basic protection, broad coverage, flexibility and sustainability," set up a new type of rural social endowment insurance system in some provinces and regions of the country. Two years later, The State Council has also issued relevant documents to pilot establish the urban residents' old-age insurance system. By 2015, the "New Rural Insurance" and the urban residents' old-age insurance system had basically been established throughout the country. Many provinces and cities have merged the "New Rural Insurance" and the urban residents' old-age insurance. The implementation of the "New Rural Insurance" and the urban residents' old-age insurance, as required by the 12th Five-Year Plan, has been basically realized, and the transfer of the old-age insurance for urban and rural workers has been realized, and the implementation of the old-age insurance system for urban and rural residents, To a certain extent, it has raised the level of family income of low-income and non-income insured persons, provided old-age security for this part of the population, and further improved the social security system. This is a major progress in the construction of the social security system in China. However, it cannot be ignored that there are still some deficiencies in the construction of the old-age security system for urban and rural residents in China, such as the imperfect funding mechanism of the old-age insurance system for urban and rural residents. In order to study the above problems, such as low level of financing, low level of pension insurance treatment, poor transfer between pension insurance system and urban workers' pension insurance system, cross-regional information verification and so on, this paper mainly uses literature review method, interview method, etc. The present situation of the implementation of urban and rural residents' pension insurance system in Dalian is studied by means of questionnaire survey and statistical analysis. Firstly, on the basis of the research and summary of domestic and foreign research literature on urban and rural residents' pension insurance, According to Dalian "city, district, street" three levels of urban and rural residents pension insurance agencies, participants designed Dalian City urban and rural residents pension insurance system implementation of the status quo interview outline, And selected ten districts and counties of Dalian issued the questionnaire. Secondly, through the expert evaluation, determined the current implementation of urban and rural residents pension insurance system evaluation index and evaluation index between the weight relationship, This paper analyzes the equity, benefit, satisfaction and sustainability of the pension insurance system of urban and rural residents, and points out that there is still imperfect system and low public participation. The gap between different groups of pension insurance treatment is large, the overall level is low, the pension insurance treatment is difficult to increase, and so on. Finally, from perfecting the system of urban and rural residents' pension insurance in Dalian, financing mechanism, appropriately narrowing the gap between different insurance, Improve public participation, improve the level of management and other aspects of the relevant recommendations.
