城镇社区居家养老服务的人力资源建设研究

【摘要】：随着人口老龄化的加剧,城镇社区居家养老作为家庭养老和机构养老的补充已经被越来越多的老年人所接受。但是由于我国社区居家养老起步晚、发展慢,相比较西方发达国家还存在养老服务人员数量少、专业性不高、志愿者队伍存在局限性等人力资源问题。本文从社区居家养老及其服务的概念、社区养老服务的人力资源概念出发、运用老年社会保障理论、福利多元主义理论和社会需要理论等,分析了社区居家养老服务人力资源应具备的条件和要求,采取问卷调查和访谈的方式分析了西安市灞桥区目前的社区养老服务现状,得出灞桥区养老服务的人力资源开发远远滞后于社区居家养老发展的结果,其主要表现在养老服务工作者的认证和培训远不能达到要求、其职业水平的低下以及没有针对所需岗位的要求进行技能方面的专业培训,从而导致了整个居家养老服务人力资源队伍专业化程度低、素质不高等问题。同时从社区居家养老供需之间的不平衡深刻剖析了目前居家养老服务中存在的养老服务人员流动性高、队伍不稳定、对养老服务人员培训的落后性以及志愿者队伍的局限性等人力资源问题,最后,提出了要从引入并留住社区养老服务人才、加快推进养老服务相关专业教育体系建设、建立完善社区工作者评价及激励机制以及壮大志愿者队伍发展等方面解决养老服务人力资源存在的问题,从而完善城镇社区居家养老服务的人力资源建设,加快社会化养老事业的发展。
[Abstract]:With the aggravation of the aging of the population, the urban community home old-age support as a supplement to the family and institutional old-age support has been accepted by more and more elderly people. However, due to the late start of the community home pension in our country, the development is slow. Compared with the western developed countries, there are still some human resource problems, such as the small number of old-age service personnel, the lack of professionalism, the limitation of the volunteer team, etc. This paper starts with the concept of community home pension and its service. Based on the concept of human resources in community old-age service, this paper analyzes the conditions and requirements of community old-age service human resources by using the theory of social security for the elderly, the theory of welfare pluralism and the theory of social need. By means of questionnaire investigation and interview, this paper analyzes the present situation of community old-age service in Baqiao District of Xi'an City, and draws the conclusion that the development of human resources of old-age service in Baqiao District lags far behind the development of old-age care in community home. This is mainly reflected in the fact that the certification and training of old-age service workers is far from meeting the requirements, the low level of their profession and the lack of professional training in skills in response to the requirements of the required posts. This has led to a low degree of specialization of the entire family pension service human resources team, At the same time, from the imbalance between the supply and demand of the aged in the community home, it deeply analyzes the high mobility and unstable ranks of the pension service personnel in the home pension service at present. Finally, the author puts forward that we should introduce and retain the talents of community pension service, and accelerate the construction of professional education system related to pension service, such as the backwardness of the training of the old-age service personnel and the limitation of the volunteer team. Establishing and perfecting the evaluation and incentive mechanism of community workers and strengthening the development of volunteers to solve the problems existing in pension service human resources, so as to perfect the human resources construction of urban community home pension service. We will speed up the development of socialized pension undertakings.
