促进失地农民社会融合的实践路径研究

【摘要】：失地农民是一个特殊群体,脱离了农村,游离于城市之外,急需进行社会融合。地方政府对于促进失地农民社会融合起着引导作用,地方政府的政策和措施是促进失地农民社会融合的突破口,因此,本文的实践路径围绕着地方政府的政治行为展开。针对普遍存在的失地农民政治参与缺失、无法与市民享受同等的待遇、征地补偿差异大以及就业和社会保障问题,本文基于让失地农民的政治参与贯彻始终和让失地农民享受与市民同等的公民身份两大原则,提出在公民政治参与的基础上将该问题纳入总体规划、允许体制有弹性空间、针对征地补偿制定统一的政策、发展壮大集体经济组织、建立过渡性管理体制、理顺各类组织之间的关系等五大实践路径。
[Abstract]:The land-lost peasants are a special group, separated from the countryside and outside the city, so they urgently need social integration. The local government plays a leading role in promoting the social integration of landless farmers. The policies and measures of local governments are the breakthrough to promote the social integration of landless farmers. Therefore, the practical path of this paper is focused on the political behavior of local governments, aiming at the widespread lack of political participation of landless farmers. Unable to enjoy the same treatment as the citizens, the difference in land requisition compensation and the problems of employment and social security, this article is based on the two principles of keeping the political participation of land-lost farmers through the whole process and allowing land-lost farmers to enjoy the same citizenship status as the citizens. On the basis of citizen's political participation, it is proposed to bring this issue into the overall plan, to allow the system to have flexible space, to formulate a unified policy for compensation for land expropriation, to develop and strengthen collective economic organizations, and to establish a transitional management system. Straighten out the relationship between various organizations and other five practical paths.
