【摘要】：土地是一种稀缺自然资源,对人类来说十分宝贵,是人们长期生存所必需的物质基础。我国作为一个农业大国,拥有的农耕土地更是稀缺。土地问题是农民最为关心的问题,我国农民人口基数大,所关心的土地问题自然成为我国的热点问题,可以说土地问题是我国进行社会主义建设的最为核心问题之一。在保护农民的切身利益,提高农民收入的前提下,逐步推进农村土地流转工作,是我国推进社会主义农业现代化的重要一环。要实现我国农业现代化这一宏伟目标就必须使我国农耕土地进行合理有效流转,耕地资源进行有效配置。本文以长沙县为例,对其土地流转问题进行研究,不仅可以完善相关问题的理论,对土地流转实践也将具有现实意义。本文先介绍农村土地流转现状,界定土地流转相关概念,以西方制度经济理论和我国社会主义市场经济理论为依据,对农村土地流转的必要性与现实性进行分析。为了全面深入了解长沙县农村土地流转的现状,对其土地流转问题进行了115份问卷调查,获得了相关问题详细数据,通过对调查数据进行分析可得出长沙县农村土地流转已经取得了初步的成效,但长沙县农村土地流转仍然存在一些突出问题,具体包括：土地产权的界定不明晰、土地流转的相关程序也不规范、土地流转的中介组织和中介市场还不成熟、土地流转中保障农民利益的制度还不完善、土地经营权过度分散导致土地难以规模化流转等问题。本文对引起上述问题的具体原因进行分析,通过研究对长沙县农村土地流转问题提出了相关的对策建议,一是农民要增强土地产权意识；二是政府要建立农村土地流转机制,并完善土地产权的相关制度；三是基层政府转换对土地流转事务的职能,促进中介组织发展；四是对农村土地相关的法律法规及社会保障体系进行完善；五是政府要鼓励并推进农业规模化经营。上述对农村土地流转相关问题的建议,不仅可以促进农村土地进行合理有效的流转,还能提高配置农村土地资源的效率,也为农村土地资源的充分、合理和可持续的利用提供了一条清楚明晰的道路。
[Abstract]:Land is a kind of scarce natural resources, it is very precious to human being, and it is the material foundation necessary for people to survive for a long time. As a big agricultural country, the farming land owned by our country is even scarcer. The land problem is the most concerned problem of farmers. Because of the large population base of the peasants in China, the land problem concerned has naturally become a hot issue in our country. It can be said that the land issue is one of the most important issues in the socialist construction of our country. On the premise of raising farmers' income, we should gradually promote the transfer of rural land, In order to realize the grand goal of agricultural modernization of our country, we must make rational and effective circulation of agricultural land and effective allocation of cultivated land resources. This paper takes Changsha County as an example. The study of land circulation can not only perfect the theory of related problems, but also have practical significance to the practice of land circulation. This paper first introduces the current situation of rural land circulation, defines the related concepts of land circulation, On the basis of western institutional economic theory and socialist market economy theory of our country, this paper analyzes the necessity and reality of rural land circulation, in order to fully understand the present situation of rural land circulation in Changsha County. Through the analysis of the survey data, it can be concluded that the rural land circulation in Changsha County has achieved initial results. However, there are still some outstanding problems in the rural land circulation in Changsha County, including: the definition of land property right is not clear, the relevant procedures of land circulation are not standardized, the intermediary organization and intermediary market of land circulation are not mature. The system of protecting farmers' interests in land circulation is not perfect, and the excessive dispersion of land management right leads to the difficulty of large-scale circulation of land. Through the study of the rural land circulation in Changsha County, the paper puts forward the relevant countermeasures and suggestions: first, the farmers should enhance their awareness of land property rights; second, the government should establish the rural land circulation mechanism and improve the relevant system of the land property rights. Third, the basic level government changes the function to the land circulation affairs, promotes the intermediary organization development, fourth, carries on the consummation to the rural land related laws and regulations and the social security system; Fifth, the government should encourage and promote large-scale agricultural management. The above suggestions on the problems related to the circulation of rural land can not only promote the rational and effective circulation of rural land, but also improve the efficiency of the allocation of rural land resources. It also provides a clear and clear way for the full, rational and sustainable utilization of rural land resources.
