基本公共服务均等化理论视角下农村残疾人社会保障制度研究

【摘要】：为公民提供统一的、均等化的基本公共服务既是政府的基本职责,也是公民享有的基本权利。残疾人社会保障制度是政府提供的基本公共服务之一,是国家基本公共服务体系的重要组成部分。由于过去国家长期实行优先发展城市的非均衡发展战略,在这种非均衡发展战略指导下我国长期实行以城乡二元户籍制度为基础的城乡二元经济结构体制,这种体制下更多公共服务和资源流向了城镇,使得农村居民在享有公共服务和资源上与城镇居民有很大差距。农村残疾人社会保障制度起步晚,发展滞后,加之农村残疾人的自身原因,使得他们享受基本生活保障、医疗康复、就业、特殊教育时都与城市残疾人有着巨大的差距。可以说,为农村残疾人提供结果和水平大致均等的基本保障和服务是我国基本公共服务均等化的重点和难点所在。广西为西部欠发达地区,残疾人事业发展基础相对薄弱,农村残疾人社会保障制度发展滞后,难以满足农村残疾人的基本需求。本研究以基本公共服务均等化理论和残疾人社会保障理论为基础,立足广西实际情况,利用文献分析和数据分析方法论证了当前广西农村残疾人社会保障制存在着城乡基本公共服务非均等化的事实；从机会均等视角、投入均等视角和结果均等视角三个维度对非均等化的原因进行分析；并对国内外残疾人社会保障制度建设的具体实践进行介绍和分析。在此基础上,结合广西实际情况,从机会均等、投入均等及结果均等三个维度来对完善广西农村残疾人社会保障制度提出建议,即完善制度建设,由扶贫开发转向制度化保障体系建设,保障获得机会的均等；完善公共财政制度,保障投入的均等；完善制度实施保障机制,保障享受结果的均等。
[Abstract]:Providing citizens with unified and equalized basic public services is not only the basic duty of the government, but also the basic rights enjoyed by the citizens. The social security system for the disabled is one of the basic public services provided by the government. Is an important part of the basic public service system of the country. Because of the unbalanced development strategy of giving priority to the development of cities in the past, Under the guidance of this unbalanced development strategy, China has for a long time implemented the urban-rural dual economic structure system based on the urban-rural dual household registration system, under which more public services and resources flow to cities and towns. The social security system for the rural disabled started late, and the development lagged behind. In addition, the rural people with disabilities have their own reasons, which make them enjoy the basic living security. There is a huge gap between medical rehabilitation, employment and special education compared with urban disabled people. The key and difficult point of equalization of basic public services in China lies in providing basic security and services for rural disabled people with roughly equal results and levels. Guangxi is a less-developed region in the western region, and the foundation for the development of the cause of disabled people is relatively weak. The development of social security system for the disabled in rural areas lags behind, and it is difficult to meet the basic needs of the disabled in rural areas. This study is based on the theory of equalization of basic public services and the theory of social security for persons with disabilities, and based on the actual situation in Guangxi. Using the methods of literature analysis and data analysis, this paper proves the fact that the social security system for the disabled in rural areas in Guangxi is not equal to the basic public services in urban and rural areas, from the perspective of equal opportunities, On the basis of the analysis of the causes of non-equalization from the perspectives of equal input and equal results, and the introduction and analysis of the concrete practice of the construction of social security system for the disabled at home and abroad, this paper combines with the actual situation in Guangxi. From the three dimensions of equal opportunity, equal input and equal results, some suggestions are put forward to perfect the social security system for the disabled in rural areas of Guangxi, that is, to perfect the system construction, from poverty alleviation and development to the construction of the institutional security system, and to ensure the equality of access to opportunities; Perfect the public finance system, guarantee the equality of input, perfect the system implement safeguard mechanism, guarantee the equality of enjoying the result.
