【摘要】：十一届三中全会后,我国的改革开放事业取得了巨大成就,经济社会面貌发生了天翻地覆的变化,人民的物质和文化生活水平有了显著的改善和提高。但另一方面,由于种种原因,城市和农村发展不平衡的问题仍很突出,主要表现在：城乡居民收入差距较大；农村公共产品供给严重不足；差距不断扩大影响了社会的和谐,等等。因此,进入到二十一世纪以来,中国政府根据中国经济社会发展的实际,为从根本上解决“三农”问题,确立了统筹城乡发展的战略方针。近年来,城乡统筹发展的实践在全国范围内普遍展开并取得了一定的成就。陕西关中地区主要指陕西省范围内的历史上归属于“关中”的市县。主要包括西安市、渭南市、咸阳市、宝鸡市、杨凌示范区以及铜川市和商洛市的部分地区,是陕西省经济社会最为发达的地区,也是全国范围内有重要地位和广泛影响的“经济走廊”之一,具有较为雄厚的农业、工业和科技基础,基础工业和基础设施较为发达与完备。本文选取陕西关中地区的城乡统筹发展问题作为研究对象,是基于以下认识：陕西关中地区在全省乃至全国都有一定的代表性,既存在全省、全国城乡统筹发展中的共性问题,也有其自身面临的特殊性问题。对它的研究,实践上无疑有利于全省、全国城乡统筹发展中类似问题的解决。理论上的意义更是毋庸置疑,首先,或在一定程度上丰富和发展统筹城乡发展的理论；其次,为加快陕西关中地区统筹城乡发展提供若干对策建议。本文的研究是在马克思辩证唯物主义和历史唯物主义的指导下,紧密结合国情和省情,立足于时代发展的大势,综合运用政治经济学、制度经济学、发展经济学、区域经济学及公共管理学等理论,对陕西关中地区城乡统筹发展的相关问题进行较为深入的研究,重点运用了文献研究法和实地调研法等方法进行理论建构。研究主要针对以下问题展开：国内外学术界关于城乡问题和城乡统筹发展问题的理论；中外城乡统筹发展的一些典型模式及其启示；陕西关中地区城乡统筹发展的现状、存在问题以及下一步发展的政策建议等等。全文的框架体系由六部分构成,包括：导言,介绍本研究的选题背景、研究目的和意义、研究综述、研究方法、研究的框架结构等。第一章,统筹城乡发展的理论基础。介绍国内外统筹城乡发展的主要理论、阐释相关概念和推进关中地区统筹城乡发展的现实意义。第二章,国内外统筹城乡发展的实践与启示。分析美、英、法等国外及国内重庆、成都、苏州等地统筹城乡发展的实践,以期有所借鉴。第三章,陕西关中地区统筹城乡发展的基本现状。分析近年来陕西关中地区各地统筹城乡发展工作的推进状况,介绍初步形成的统筹城乡发展模式。第四章,陕西关中地区统筹城乡发展的基本设想。从城乡收入、基础设施、公共资源配置等方面分析统筹城乡发展面临的主要问题,并分析其深层次原因。之后分析统筹城乡发展的总体思路、工作步骤和目标定位以及主要任务等。第五章,加快陕西关中地区统筹城乡发展的政策建议。从公共财政管理体制、农村管理制度、就业和社会保障制度、农村户籍制度、农村金融制度和城乡社会管理体制等几个方面,提出加快发展的政策建议。限于作者的学养以及研究时间的限制,尽管作者在研究中力求全面和透彻,但仍存在遗漏和浅薄,比如关于今后陕西关中地区城乡统筹发展的政策建议,就可能只是书生的一厢情愿,至于其在实践中的可操作性的强弱仍需时间的检验。其他一些问题,也只能在今后的研究中设法加以解决。
