农村社会养老保险的适度保障水平研究

【摘要】：随着家庭规模的不断小型化,我国农村传统的家庭养老方式面临挑战,另一方面,我国人口老龄化日益严重,尤其是在农村老龄化问题更为明显,为此,国家在“十二五”规划中将统筹城乡发展作为主要任务之一,并提出了实现新型农村社会养老保险制度全覆盖的具体目标。农村社会养老保险制度旨在解决农村老年人“老有所养”的问题,制度设计的合理性以保障是否适度来体现,过低的保障水平无法满足农村老年人的基本生活需要,而过高的保障水平则可能会增加农村老年人懒惰的习性,并且可能会给当地财政带来压力。本文在阐述农村社会养老保险相关理论基础匕,对浙江省S县农村老年人的现实需求水平进行实证分析,客观分析了主要供给主体政府的财政承受能力,并对国外一些典型国家的农村社会养老保险保障水平进行比较分析,最后在综合上述分析基础上,对当地农村社会养老保险的适度保障水平进行确定,并提出了一些政策建议。研究发现,现行S县农村社会养老保险制度的实际待遇水平并不能保障当地老年人的基本生活,当地农民对农村社会养老保险待遇水平的期望是较为理性的,农民对农村养老金待遇的期望值与其自身收入水平有关,结合国际经验得出S县的农村养老金替代率水平不宜超过50%,S县适度的农村养老金替代率水平区间为42.8%-50%。
[Abstract]:With the continuous miniaturization of the family size, the traditional family pension in rural areas is facing challenges. On the other hand, the aging of the population in our country is becoming increasingly serious, especially in the rural areas. In the 12th Five-Year Plan, the state regards urban and rural development as the main Ren Wuzhi. It also puts forward the specific goal of realizing the new rural social endowment insurance system, which aims to solve the problem of "the elderly have a sense of security", and the rationality of the system design is reflected to ensure the appropriateness of the system. Too low a level of security cannot meet the basic needs of the elderly in rural areas, while too high a level of security may increase the lazy habits of the elderly in rural areas. And it may bring pressure to local finance. This paper expounds the theoretical basis of rural social old-age insurance, and makes an empirical analysis on the actual demand level of rural elderly in S County of Zhejiang Province. This paper objectively analyzes the financial bearing capacity of the main supply governments, and makes a comparative analysis of the rural social endowment insurance security level in some typical foreign countries. Finally, on the basis of synthesizing the above analysis, The appropriate security level of local rural social endowment insurance is determined, and some policy suggestions are put forward. The study found that the actual treatment level of the current S county rural social old-age insurance system can not guarantee the basic life of the local elderly, and the local farmers' expectation of the rural social old-age insurance treatment level is more rational. The expectation value of rural pension treatment is related to their own income level. Combining with international experience, it is concluded that the replacement rate of rural pension in S county should not exceed the level of rural pension replacement rate in S county. The appropriate level of rural pension replacement rate in S county is 42.8% -50%.
