【摘要】：唐山市低收入家庭的住房问题一直是唐山市十分重视的一项民生问题,特别是十七大报告以后,国家明确提出将解决住房问题作为改善民生的重要任务,政府作为公共服务的主体,在解决城市低收入家庭的住房问题,即廉租房问题的实施上,应担负起主要责任。廉租房问题是我国政府为解决低收入家庭的住房问题实施的一种社会保障政策,对于创建和谐社会具有重要意义。因此,对廉租房问题进行深入研究,健全相应的法律制度,使廉租房管理和运作更加完善,提供充足的廉租房房源,拓宽廉租房的供应面,对保障人民群众的居住权利,和缓解社会分配不公的矛盾,具有重大意义。本文以唐山市廉租房实施过程中的逻辑进程和基本脉络为出发点,通过查阅相关文献,然后与国内外先进廉租房的建设实施进行比较和实证调查,对唐山市的廉租房问题进行了综合研究。论文首先通过对服务政府理论、有限政府理论和责任政府理论三种政府理论进行研究,从不同的理论出发阐述廉租房建设过程中政府应该承担起主要责任；然后,分析目前我国的廉租房问题,调查研究唐山市的廉租房建设和运营管理现状,重点指出了唐山市廉租房实施过程中存在的问题,即政府制订的准入机制和退出机制不合理、资金投入不足和所提供的廉租房资源不足等,并对问题产生的原因进行了详细的分析和论述；然后,通过文献调查研究英国、美国、新加坡、香港等发达国家和地区的廉租房实施的先进经验,与我国目前的廉租房建设现状进行对比,总结出其他国家和地区对唐山市廉租房建设的经验启示；最后针对目前唐山市廉租房实施过程中存在的一些问题,提出了拓展资金渠道、扩充租房源和健全相应的廉租住房制度等措施,指出在廉租房实施过程中政府要发挥好主要的导向性作用,保障廉租房的顺利实施。
[Abstract]:The housing problem of low-income families in Tangshan City has always been a livelihood issue that the city attaches great importance to. Especially after the report of the 17th National Congress of the CPC, the state explicitly put forward to solve the housing problem as an important task in improving people's livelihood. As the main body of public service, the government has solved the housing problem of low-income families in urban areas, that is, the implementation of low-rent housing. The issue of low-rent housing is a social security policy implemented by our government to solve the housing problem of low-income families, which is of great significance to the establishment of a harmonious society. To improve the corresponding legal system, to make the management and operation of low-rent housing more perfect, to provide adequate sources of low-rent housing, to widen the supply side of low-rent housing, to protect the people's right to live, and to alleviate the contradiction of unfair social distribution, This paper takes the logical process and basic context of the implementation of low-rent housing in Tangshan as the starting point, through consulting relevant documents, and then carries on the comparison and empirical investigation with the construction implementation of advanced low-rent housing at home and abroad. Firstly, this paper studies three kinds of government theories: service government theory, limited government theory and responsibility government theory. Starting from different theories, the government should take the main responsibility in the process of low-rent housing construction. Then, it analyzes the current low-rent housing problem in our country, and investigates and studies the current situation of low-rent housing construction and operation management in Tangshan City. The problems existing in the implementation of low-rent housing in Tangshan are pointed out, such as the unreasonable access mechanism and exit mechanism formulated by the government, the insufficient investment of funds and the shortage of low-rent housing resources provided by the government, etc. And the causes of the problem are analyzed and discussed in detail. Then, the advanced experience of low-rent housing implementation in developed countries and regions, such as Britain, the United States, Singapore, Hong Kong and other developed countries and regions, is studied through literature research. Compared with the current situation of low-rent housing construction in China, summed up the experience of other countries and regions in the construction of low-rent housing in Tangshan City, and finally aimed at the problems existing in the implementation of low-rent housing in Tangshan City. The paper puts forward some measures, such as expanding the capital channel, expanding the source of renting and perfecting the corresponding low-rent housing system, and points out that the government should play a leading role in the implementation of low-rent housing and ensure the smooth implementation of low-rent housing.
